  2. Questions What is it? How much does it cost to join? What can I get out of it? When does it start? Do I have to join? Can I join?

  3. What is it? • A set of standards (or code) relating to the management and physical condition of privately rented accommodation. Landlords who join a scheme and abide by the standards are “accredited”.

  4. What does it cost to join? £0(including vat)

  5. What can I get out of it? • All accredited landlords benefit from: • the status of being publicly identified as a good landlord. • distancing themselves from incompetent or unscrupulous landlords. • the business advantage of advertising their accredited status to tenants who place emphasis on good quality and well managed accommodation. • having your contact details placed on our website to help you let your property and reduce the time your property is empty • having a contact point in the Council where landlords can seek advice or guidance • guidance documents to help you run your business better.(6th April I will be emailing a Landlords Guide to every accredited landlord) • attending the landlord forum (usually held twice a year) • training sessions to help identify any unacceptable hazards in your property and how to reduce them (In May I will giving a talk on HHSRS and cat 1 hazards) • giving you a say in how the accreditation scheme is run • reduced likelihood of a works notice being served, or a prosecution, or the local authority carrying out WID. • landlords and Local Authority working together for a common goal. • ANY OTHER IDEAS???????

  6. When does it start? • Tuesday 5thApril 2011 (Full launch) 5pm-7.30pm Committee Room 4 Town Hall • Pilot ends 5th April 2011, will have run for 6 months with 1 Landlord & 4 letting agents (with over 2000’s properties)

  7. Do I have to join? • The scheme is not mandatory • Voluntary accreditation is a key policy measure to help well-intentioned landlords to improve standards in the private rented sector.

  8. Can I join? • Anyone can apply to join. • You must be a landlord or letting agent with rented properties in Luton • If there is a history of not working with Private Sector Housing, or you have been prosecuted or we have carried out WID, then the answer is no. • We welcome letting agents or individual landlords to join.

  9. Do all of my properties have to be accredited? As we accredit the landlord, you will ask you to submit the reports for all your properties for approval. You will be encouraged to bring all your properties up to accreditation standard over an agreed time period. For letting agents, random samples of property records to ensure compliance. Once you have signed up to agreeing to the scheme conditions, you must supply a list of properties where there are unacceptable hazards such as lack of efficient heating (i.e. category 1 hazard, Housing Health & Safety Rating System Housing Act 2004) and agree on a time period for improvement. Guidance and training will be given to accredited landlord. The alternative…

  10. The alternative… • Don’t apply to be accredited. • Don’t take advantage of the benefits already mentioned • We receive a condition of property complaint. If the Enforcement Team serve an improvement notice, you will be charged £215 • If the Enforcement carry out WID, you will be charged £ • The matter may be referred for prosecution, you can be fined up to £1000 per offence and in some cases £20000 and you will receive a criminal record • You will not be a fit and proper person – you cannot manage a licensed HMO – you cannot become accredited

  11. How can show I’m Accredited • You will receive a certificate • Your details can be entered on the LBC website. Tenants & Landlords.
