  2. Context • “We need to see every local authority moving from provider to commissioner so that the system acquires a local dynamism responsive to the needs of their communities and open to change and new forms of school provision” Tony Blair 24.10.05

  3. Contracting... • Focuses on the arrangements that are put in place to deliver services for individuals and/or groups.

  4. Procurement • Is about obtaining maximum value for money in contracting for the goods and services that enable the organisation to deliver its business objectives and….. • Is about enhancing the competitiveness of the supply base

  5. Commissioning is…. • “… the process of specifying, securing and monitoring services to meet people’s needs at a strategic level. This applies to all services, whether they are provided by the local authority, NHS, other public agencies or by the private or voluntary sectors.” • (Making Ends Meet, October 2003)

What needs to be done 1-Every Child Matters • Moving towards fully integrated budgets across the local sector over a 3 year period • Aligning resource re-engineering to the local organisational change plan [CYPP] • Creating a strategic and resourced priority in respect of preventative services • Mainstreaming of ring fenced grants over a 3 year period

What needs to be done 2- Every Child Matters • Align resources with the local area agreement frameworks Review current services across the sector against priorities and re-commission and de-commission • Integrate capital resources [in particular land,buildings and IT] • Embed the community strategy as the core framework for delivering children’s services priorities

What needs to be done 3 Every Child Matters • Create a 10 year planning timeline • Streamline planning processes and clarify accountabilities • Construct a commissioning strategy, based on assessed need, priorities and gaps in current provision,and which meets national requirements and local expectations • Establish commissioning as a core activity with the children’s partnership

  14. Levels of integration • May be different for each service and each aspect of commissioning
