  2. Training • Preparatory meeting before field study Proceeded to field • Team members quite excited as they had no idea about the destination, how and where to go about, about the accommodation, conveyance, geographical situation of the location, people--- etc

  3. Geographical situation/ climatic condition • Communication was a problem because of heavy rainfall, the roads were quite poor and rough. Road to reach the village was blocked because of sudden increased water level in the wild stream in Deoghar. Roads were quite muddy and sleepery and it was neither possible to go by vehicle nor by walk in Kendrapara

  4. Findings of the survey • Response of the villagers was very good. But all most all of them have no idea on RTI. Most of them were quite enthusiastic to know about RTI. • We described one incident ,when Deogarh team members were going toward Dayankhol village they visited PHC which was situated in Kantapali G.P. But the interesting news was till that time there was no doctor. Pharmacist played doctor’s role. He has no idea about RTI. There was no electricity also no beds available for patients .

  5. Awareness on RTI is relatively higher in Kalahandi than the other two sample districts. In all the districts there are enthusiastic applicants. However, such enthusiastic applicants don’t wear the shoe of the activists since filing RTI applications has remained confined within an educated strata and the awareness doesn’t show any sign of percolation. (The Applicants are mostly, Press Reporters, Lawyers or persons associated with NGOs) The requirements of “Pro-active Disclosures” are not fulfilled in any of the PAs. Even the District level PAs have not prepared the information for voluntary disclosure At the GP level there are many VLWs who don’t know that they are PIOs. RTI has mostly been an affair with the PIOs and the HoDs have least information on the number of RTI Applications filed and no. of information requests served. Attitudinal change is required for the Information providers as a mismatch has been observed between the no. of applications received by the PAs and the time said to be devoted by the PIOs & HoDs to serve the information requests. It is interesting to note that people in the village understand the link between information need and the scope it offers to solve the problem. In other words, RTI could be used as a powerful instrument by the people in community empowerment provided awareness percolates down to the most marginalized. There is a need for Training & Capacity Building for the PIOs and the HoDs.

  8. Most of the PIOs were very cooperative. They told they need proper training on RTI. We also came across some success stories. People had filed RTI & got desired information. Most of them complained that they donot receive accurate information . Sometimes even PIOs donot respond to them . • On the other hand, the PIOs complained that people file RTI but are not interested to collect information in proper time. So we face lots of trouble. Some PIOs were not happy with this work .In their opinion it consumes lots of time. So they donot concentrate on their regular work. They thought it was a burden on them and they donot want to do it. Just because they were govt employee they are compelled to do it. They also complained that nobody asked them whether they like to take this duty or not?

  9. In Kendrapada district, general people were not interested to file RTI. • Some people had filed RTI for taking revenge, but they have no interest to collect information. • Communication problem was there in 2 villages of Rajanagar block

  10. Follow up 10 Post cards have come back 5 Applicants filed appeals Regular meetings in the three districts
