  3. Definition: Institutional Capacity Building: The ability to collect, produce and disseminate accurate national accounts statistics which is relevant, extensively used, sufficiently precise, relatively low cost, and based on internationally accredited standards.

  4. Importance Of Capacity Building: Why Institutional Capacity Building is important: It moves the institution forward to keep with the international standards and Developments. It is an international commitment to keep with the international developments (not National Demand only). To keep pace with internationally recognized standards such as, GDDS, SDDS,MDGs…..etc. It is an integrated process of different elements, imbalanced focus of different components lead to incomplete outcome of The process.

  5. Determinants of Strengthening statistical capacity: Actions undertaken Determinants • Invest heavily in new graduates. • Relay on regional and international expertise. Lack of Staff • Balancing between the national and International experts. • Participating in study visits and International events to get the necessary Experiences. Lack of national Expertise

Determinants of Strengthening statistical capacity: Actions to be undertaken Determinants This is the main source of drain in the accumulation of capacity building. • More intensives in this field. High competition with other sectors (Private Sector) • Donars and international Organizations have to suit their agendas based on the requirements of the countries. Conflicting agendas

  10. Obstacles encountered Building Statistical Capacity: Lack of Coherent Statistical Capacity Building Strategy. Lack of Flexibility at the international organizations to Accommodate National needs. Textbook approaches not relevant sometimes to post conflict countries. Financial Obstacles for performing statistical capacity activities.

  11. Obstacles encountered Building Statistical Capacity: Lack of funding affect compiling the surveys that are main data sources. Financial obstacles concerning the national accountants due to low Salaries and incentives. General Obstacles: political conditions and intensive dependence On TA. Shortages of capable local experts for analyzing national accounting Data and providing recommendations.
