Introduction Objectives of the study • Up-to-date and thorough analysis of the progress, potential andfurther challenges of delivering the modal shift objectives set out in the 2011 White Paper on transport (WP). • Identify the most pressing issues and trends relating to passenger and freight transport, that have an impact on modal shift. • Focus on the period 2011-2018, so to better evaluate the policies that are currently being implemented. Policy context The 2011 White Paper on transport • Modalshiftis an important element of any transport policy framework that aims to improve the environmental performance of transport. • The 2011 WP sets several goals for different types of journey (urban, interurban and long distance). • 30% shift of EU road freightover 300 km to more sustainable modes of transport (i.e. rail and IWW) by 2030 (and more than 50% by 2050); • by 2050 most of medium‐distance passenger transport carried by rail, and completion of the EU high speed rail (HSR) network. • The Commission has been taking forward various initiatives to support modal shift, also through the allocation of EU funds to the development of transport infrastructure (and transport in general). Data analysis Freight Passenger Modal split – current situation • The modal share for passenger and freight transport remained substantially unchanged between 1996 and 2016, at the EU level. • Differences are more visible at national and regional levels. Data analysis Passenger Freight Modal split – future projections • Road transport is expected to keep its predominant position at the EU level for freight and passenger sectors (more significant in EU-13 than in the EU-15 Member States). State of play Network development • Multimodal connectivity within Member States is diverse. • The levels of completion of the TEN-T core network are low for road and conventional rail, and evenlower for the HSR network. • The most extensiveHSR networks are in Spain and France, followed by Germany and Italy. • Cross-border rail interoperability still far from being fully achieved. State of play Regulatory issues • Different access charging schemes are applied across EU • Road: distance or time-based. • Rail: differentiated mainly by train type, location of the line and time of the service provided. Cross-sectoral issues • Urban areas are attracting a growing share of demand for passengers and goods. • Integration between modes can be improved • physically at specific locations, timetable and information • via use of technology, such as mobile phone applications (i.e., travel planning and payment systems) Presentation for the Committee on Transport and Tourism

Main outcomes Assessment and potential • The objective of the 2011 WP to shift an additional 30% of the goods moved by road in 2010 to other modes is far from being achieved. • The potential for modal shift is higher where transport demand is concentrated. • Rail could deliver further modal shift in specific transport demand segments (intermodal for goods, urban and HSR for passengers). • Infrastructure access charges and taxes could support modal shift. • Technology development and new transport services might encourage modal shift for both passengers and freight. Main barriers • Lack of a level playing field between the modes: • external costs not fully internalised • different levels of taxation between modes and across Member States. • Lack of cross-border interoperability (rail). • High costs resulting from a lack of intermodal infrastructure. • Insufficient development of the HSR network (long distance). • Lack of coordination between transport and land use planning (urban level). • Lack of transparent information exchange and coordination between different operators (i.e. rail-road and IWW-road intermodal transport).
