General Structure BS NGO Network • The Baltic Sea NGO Forum • Hosted by NGOs in the country of CBSS Presidency • Annually • The Baltic Sea NGO Coordinating Committee • One representative per country (National Focal Point) • Chaired by host country • Meets twice a year • National Focal Points in each of 11 countries • National Platforms Stated in document “Guidelines for BS NGO Network & Forum”

Why do we need people-people level of Cooperation in BSR? • Complex approach – common efforts • Stronger civil society – Better society • Lobbying interests of civil society on international level • Diminishing risk of conflicts and tension, promoting tolerance • Contributes to the regional development

  9. Funding available for NGOs in BS • EU Northern Dimension (EU Baltic Sea Non State Actors and Local Authorities Programme) • EU ENPI • Nordic Council of Ministers (BS NGO PROGRAM) • National foundations and structures in the BS countries

OBSTACKLES • Lack of cooperation with Governmental bodies and weak involvement into decision making process • Absence of common fund for NGOs from all BSR • Lack of systematical and permanent financial support • Complicated fundraising and procedure of applying for funds, bureaucracy • Lack of informational exchange and limited access to information

  11. What is needed? From the final statement of BS NGO Forum 2012 in Berlin Recognition of huge potential and importance of cooperation between BSR’s NGOs as an integral part of the international cooperation in the region Inclusion of NGOs into the BSR’s projects and programs (national, regional, municipal levels) Opportunities for joint activities in the framework of the EU BS Strategy and Northern Dimension with clear definition of the space, place and roll of NGOs in that collaboration To ensure the information access to issues, important for civil society institutions To improve interaction between NGO and GO of BSR on permanent basis (through CBSS as an opportunity) To foresee the common funding available for the common projects and activities for NGOs from all countries of the BS region

EUSBSR Action Plan - Comments by the Baltic Sea NGO Network Description of possible involvement of and consequences for civil society before starting new projects Participation of representatives from Baltic Sea NGO Network in priority area steering groups appoint persons from the network that can follow the work in the different priority area steering groups (including Northern Dimension steering group), f. ex.Priority Area 12: Education and Youth, Tourism, Culture and Health could e.g. be such a priority area. Participation of representatives from Baltic Sea NGO Network in Horizontal Action on multi-level governance
