RD in Barabanki-Challenges MNREGA // Nirmal Bharat Abhiyan// Indira Awas // SGSY // BRGF // Panchayati Raj • Large BPL population > 2.75 lakh families… • Low Female participation in Economic Activity… • SHGs created in the past inactive… • Complaints over IAY distribution… • Large % of families openly defecating...85% plus… • Low literacy levels and low skill sets... • Capacity building very nascent at village level… • Plugging leakages in implementation an ardent challenge...

  4. Sanitation...convergence with NBA... Plan... Estimate... • Total Cost-10K, Material – 8.5K, Labour Cost – 1.5K • Completion time – 4 days, 1 Mason+3 Unskilled Labour (1 lady included)...16 mandays... • 5 GPs from each block (15 blocks), 24 Lohia villages, 5 NGPs...total 5000 in 1st phase... • Block level tenders to save Rs.900, purchase by GP only Execution… Execution... • Training by UNICEF consultant to all JEs and TAs... • Block level training programmes by JEs to all Masons, list of 250 Masons prepared... • To maintain 60:40 at GP level, 150K other labour works need to be done for 50 toilets per GP... • IEC campaign with students, rallies and Nukkad Nataks... • Total 8470 toilets completed...

Interventions under the NBA Programme... 2 5 1 3 4 Workshop of all Gram Pradhans on 24th July…Block level trainings thru UNICEF Consultant for staff… Programme launched on 2nd Oct with a ‘Nari Swabhiman Yatra’… Hard hitting Nukkad Nataks were organised in 142 places.. 300 Trained students went door to door in 103 villages distributing literature and getting people to swear to end OD… Panchayat funds used for School toilets renovation and construction of MDM shed…

Challenges under the NBA Programme... 2 5 1 3 4 To maintain 60:40 ratio at GP level, if 50 toilets created 150K other labour-oriented work needs to be prepared… Absence of hard hitting mass IEC Campaign… Rs.10k at current SOR not enough, amount needs to be district specific… There is lot of scope for scaling up by tie-up with banks through low interest bearing financial linkage at district credit plan level, guidelines to allow for it… Penal provisions for non-use and for non NBA familes, need law for enforcement…
