  2. Problem Statement The Department had not fully implemented the recommendations by the Office of the Public Protector. These complaints were lodge by the 14 villages affected by the construction of Nandoni dam. 2

Background • The construction of Nandoni Dam which is a major component of the Luvuvhu River Government Water Scheme (LRGWS) commenced in 1998 and was completed in 2005. • The social facilitation project was premised on the objective to provide economic empowerment opportunities to the communities living around Vhembe District Municipality, Venda, Limpopo Province. 3

Background continues • The affected communities lodged complaints with the Office of the Public Protector (OPP) maintaining that certain issues were not resolved during the implementation of the relocation action plan. • The Office of the Public Protector conducted public hearings which led to the investigation of the complaints. • Subsequently, the OPP produced a report indicating that only 14 villages are affected instead of 32 villages (No.4 of 2009/10) . • The Parliamentary Portfolio Committee in November 2014 recommended that the Nandoni dam relocation action plan must be reviewed and an action plan to this effect presented to the Portfolio Committee. 4

Intervention • The Department had a stakeholder engagement sessions on the 24 and 26 of February 2015. • The sessions were attended by the Department of Water and Sanitation, the Vhembe District, Councillors, Local Chiefs and representatives at the affected villages. • The following resolutions were adopted: - Resuscitation of the task team - Establishment of the project technical committee - Integration of the social facilitation - Water reticulation to be completed in 18 months. 5

  6. Progress thus far • The proposed intervention was presented to the Minister on 4 March 2015 • The Minister accepted the intervention. Furthermore she advised that a social facilitator must be appointed including crafting and signing an MOU. - The terms of reference for the appointment of a social facilitator have been developed. Advertising targeted for June - The draft MOU has been developed • The task team has been resuscitated and the inaugural meeting was held on the 7 May 2015 at Vhembe Council Chambers in Thohoyandou. • The project technical committee has been established 6

  7. Progress continues • The project started in March 2015 and will end in August 2016 (18 months) • In 2015, 465 structures must be inspected and quantified to fix roof leaks, extend roof with rafters and fix the wall 7

  8. In Conclusion • The valuer will be appointed from the term contract to valuate and recommend the appropriate compensation of affected farmers. • The NWRI branch will provide funding for the appointment of the service provider and compensation of affected farmers 8
