  2. Reasons to Properly Seal an Unused Well • Prevents Ground Water Contamination • Eliminates a Physical Hazard • Minimizes Further Loss of Confining Pressure

  3. Wells need to be sealed when: • The well is no longer in service. • The well is in such a state of disrepair that continued use is unsafe or repair is impractical.

  4. Laws & Rules • PRIVATE WATER SYSTEMS: • OAC 3701-28-09 Materials used in the drilling and construction of wells & OAC 3701-28-17 Sealing of private water systems • ALL OTHER WATER WELLS: • OAC 3745-9-07 Well grouting for construction or closure & OAC 3745-9-10 Abandoned well sealing • ALL WATER WELLS: • ORC Section 1521.05 (B) – Well sealing report

  6. Reasons to Properly Seal an Unused Well (Part 2) • Eliminates a pathway for surface water contamination of ground water • Eliminates a potential vapor intrusion pathway • Eliminates potential Class V UIC issues

  7. Notice of Violation • Complaint, investigation, NOV • NOV – Citation plus corrective action(s) • Goes to property owner
