Agenda • MSD Background • What is the ORI? • ORI Assessment • Project Goals & Challenges • Project Solution • Design / Construction Process • Temporary Pump Station • Structural Rehabilitation • CSO Connections • Accomplishments and Takeaways
MSD’s Background and History • Created in 1946 to provide wastewater service to Jefferson County • Over 3,300 miles of pipe in the separate and combined sewer systems • Operating budget $125 million/year (FY18) and 625 employees • Under an $850M Consent Decree Flood protection Stormwater and drainage
What is the ORI? • Ohio River Interceptor (ORI) • 7-mile combined sewer • Varies in size 60-186” • Located underMain Street • 40% of MSD service area on a dry day • Constructed 1958-1960 within tunnel
ORI Inspection Location ORI Inspection Limits
ORI Repair Location ORI Repair 1,400 LF
Project Goals Project Goals • Rehab Length of Sewer Required to Mitigate Public Risk • Maximize Long-Term Flow Capacity • Provide Best Value Solution for Community • Complete Repair by December 2018 • Add CSO Connections to Project • Minimize Impacts to Downtown Businesses • Minimize Vehicular and Pedestrian Impacts • Mitigate Noise and Odor, Minimize Emissions
Project Challenges • Large service area • Dry weather flow – 30-40 MGD • Wet weather increases flow • No access on ORI between 4th and 15th • Pumparound required
Project Challenges (cont.) • Main Street Business District • Downtown Events • Heavy Vehicular and Pedestrian Traffic • Web of existing underground utilities
Public Partners • Emergency Operations Center • Mayor’s Office • Public Works • Louisville Downtown Partnership • Louisville Forward • KY Division of Water • KYTC / FHA • EPA Region 4 • Galt House • Humana • PNC Tower • Kentucky Center for the Arts • Muhammad Ali Center • Kentucky Science Center • Frazier Museum • Actor’s Theatre • Bristol • 21C • KET • And more………………

Project Solution • Project Scope: ORI 4th to past 7th Street • ~1400 LF final length • Bulkhead ORI (Replaced Gate @ 4th Street) • Deployed External Pump Around System • Drained & Cleaned ORI • Full Structural Rehabilitation • Install Danby Panel Liner System • Connect CSOs at 5th, 6th, & 7th Streets
Project Team • MSD • B&C (Local) • JTL (MBE / Local) • Heritage (Local) • USC • Boyer • Midwest Mole • Whipps • Thompson Pump (Local) • TEM (MBE / Local) • Lykins (WBE / Local) • Pace (Local) • CDI (WBE / Local) • DSI (Local) • T. Luckey • TRC (Local)
ORI Rehabilitation Timeline – April-July 2018 • MSD optimized system for flow reduction • Obtained permits from KYTC, KDOW and Metro • Worked with utilities impacting construction • Designed ORI structural repair sections • Designed and constructed pump station, diversion weir structure, conveyance pipe system and traffic maintenance plan • Designed and began construction on 5th, 6th & 7th Street CSO connections • Mobilized rehabilitation contractor at 4th & Main
Maintenance of Traffic • Vehicular, Pedestrian, and Bike considerations • Bus routes and access • Loading and garage access • Minimize business impacts
Multiple Levels of Rehabilitation • Three Structural Repair Sections • 2 Cage • 1 Cage • No Rebar • Incorporates Danby Liner • Reduces original ORI ID (3"-5" crown and 3" side)
Temporary Pumparound • Utility, ROW, and Traffic constraints • Impacts to multiple parcels, stakeholders, Ohio River Tunnel project • Designed as dry weather pump station at CSO location • Regulatory challenges • Operational challenges • Flood risk mitigation
Pumparound Success • Averaged 38 MGD • Active for 121 Days • 4.6 billion gallons pumped Click to add text
Rehabilitation Work Area – 4th & Main ORI Access
Rehabilitation Work Area – 4th & Main Job Trailer ORI Access
ORI Rehabilitation Timeline – August 2018 • Constructed & tested pumparound • Continued construction on 5th, 6th & 7th Street CSO connections • Replaced existing gates and parts at 4th & Main • Began cleaning & rehabilitation
Ohio River Interceptor Rehabilitation & Pumparound Rain Events – June 21-August 19
Void Location Collapse and Void Estimated Void Limits Approx. 60 FT
Field Investigation – August 20-22 • Observed pavement vibration, shifted traffic to the northernmost lane • Contacted LWC – high pressure main • Contacted LGE – electric transmission and gas • Verified MSD drainage assets intact, no other connections
Ring Beams & Lagging • Personnel Protection System (165 LF) • Every 2' o.c. with steel channels • Incorporated into permanent design
What All Went Through the Hatch? • 80 ring beams • 13.3 tons of reinforcing steel • 4,500' of flow through pipe • 19,000 square feet of PVC liner • 500 CY of grout • 20 workers per day 2.5' x 9.5' opening
CSO Connections • Original concept included open cut of damaged ORI sections • Minimize impacts to downtown • Provide access points
CSO Connections • Shafts on side streets • Tunnel to ORI Shaft ORI Tunnel Tunnel ORI Shaft
CSO Connections • Navigating around utilities
