Why • Deliver better outcomes for disabled children including those with the most complex needs • Make York Home for more disabled children and young people by reducing Out of Area placements. • Develop and invest in service provision in order to generate future savings and income generating potential. • Doing nothing would have had a significant cost implication

Service description • Safe, accessible space for children, young people and families to meet and work with all the specifically trained and experienced staff and professionals that provide them with services and offer them support.  • A range of support services to enable children to remain in their families in the community.  • Flexible short break provision to meet the needs of children and young people with Autism, Learning Disabilities and/or additional health needs  • Family Intervention Rapid Support Team and Therapeutic Short Breaks a specialist Clinical Psychology led intensiveassessment and intervention service for families with children and young people who have autism and learning disability and challenging behaviour which affects their ability to live in the local community

Principles • Disabled children are children first • Everything starts with the child and the family and what they need to achieve the outcomes they want, to fully take part in their city • Creativity and innovation is the norm • As much as possible the experiences of disabled children, young people and their families are similar to those of other children and young people  • Where targeted support is needed, it is coordinated around children, young people and families and provided by the people who are best placed to provide that support • Children, young people and families have familiar, consistent professionals working with them • Families are supported to care for their disabled child or young person using the least assessment and intervention necessary, to meet their needs • Services and support are co produced and designed to respond to the expressed wishes of parents / carers children and young people • Services are Ofsted (and CQC) registered and will ensure quality standards are met • Service will need to exist within agreed budget and deliver future saving and income generation

How will it be different? • ‘Make York Home’ for all disabled children and young people by reducing the need for out of area placements • Enable disabled children, young people and their families to be able to access the different support and services from one building • Ensure families have familiar, consistent professionals working with them throughout their child’s / young person’s journey into adulthood • Involve the development of community and early intervention support to ensure that residential and specialist services are only used when needed • Develop FIRST and a therapeutic short break service that can be offered to children and young people in York and neighbouring Local Authorities
