Our understanding of University sector has matured and improved through… • Video Conference • 2 rounds of video conferences held with NIC State units including Chhattisgarh, Kerala, Karnataka, Bihar, Odisha, Uttarakhand, Haryana, Maharashtra, Himachal Pradesh • 9 NIC State units participated in the workshop • Regional workshops • 5 Regional workshops conducted in Delhi, Shillong, Chandigarh, Patna, Bengaluru • 20 States / UTs representatives participated in the workshops • 107 Universities participated • 250+ participants from universities, NIC state units and State Education Directorates NIC EA Initiative

It was understood from the workshops that … University Enterprise Architecture Framework seeks to establish the foundational design for preparing common & generic configurable ERP solution tailored for Indian Universities • There is a need for a common generic ERP solution which covers all business domains and solutions of Universities. • There is an acute challenge faced by universities in terms of availability of reliable hosting / cloud infrastructure solutions. Can universities participate and collaborate under this initiative? • This blueprint will be designed and developed for the Universities and the external eco-system. • We would request all types (public, private-aided, central, state) of universities to participate in this transformative and landmark initiative • You can collaborate and participate in either of the ways: • Contribute in the development of the EA framework for universities – • Share your inputs or implementation examples and architectures in the 8 EA domains (business, data, application, technology, application integration, security, governance and performance) • Partner with NIC to develop the roadmaps and solutions • Pilot • Test and adopt the ERP solution NIC EA Initiative

How do we plan to approach the design of University Enterprise Architecture Framework? • IndEA will be the common reference point for developing the architectural blueprint for UEAF • Discussions and interactions are being held with NIC state units who have developed some isolated solutions for university, universities and ministry and state departments to identify wish lists, concerns, challenges and requirements- Gain from their experience and to take it as a base point • Series of Workshops will be held to present the findings and study observations to define the overall Business Layer (organization structure and variants, business and service, integration and interoperability and common data exchange requirements) with university and external stakeholders – Interaction with university officials/Domain Experts , students, parents etc and build upon further NIC EA Initiative

How do we plan to approach the design of University Enterprise Architecture Framework? … (Contd.) • A team of NIC, HRD official and key University representatives is constituted to firm up the Business layer. • Once the architecture blueprint is created, a prioritized list of initiatives will be identified which are immediately required by the participating universities and implementation plan will be developed. • The interested University could adopt UEAF to create their own specific UEA • UEAF would guide us in preparing common & generic configurable ERP solution for Indian Universities • This ERP solution can be configured as per UEA resulting in University specific eGov solution • These standards and architecture blueprints may be submitted to IndEA working group for adoption as a national university EA reference model NIC EA Initiative

In a way, it represents a superset university from where the structural and functional needs could be depicted using the basic elements included herein. Yet the building blocks (organization structure templates, functions, entities, interfaces) would be common / reusable / configurable across universities for ~90% cases whereas for ~10% cases the unique university requirements would be specifically catered to. UEAF to UEA • UEAF will be prepared comprising of business, data, application, technology, integration, security, performance & governance layers • The details for business layer would be worked outin extensive consultation with University officials • The remaining layers would be worked out by the UEAF team. • The bottom layers depicts the architecture of any given university would be an instance of UEAF. • UEAF would also guide in the architecting a common and configurable ERP solution. • The instance of this configurable ERP solution would be the e-Governance solution for specific University.
