  1. Applied criteria in drafting process • Drafting process should result in work plan with realistic activity level • Projects should meet different criteria: • Focus on Framework Guidelines/ network codes • “Buy in” from relevant stakeholders is expected • Added value from regional approach • Linked to 3-year forward plan of European Commission

Impact of three year forward plan • Proposal of EC (presented during Madrid Forum) pre-defines work plan Pro active work • Drafting of four FG/ network is to start in 2011 • Areas: CAM, tarification, balancing, interoperatibility • First network code for comitology in 2012 • No implementation work, 2011 is “prepatatory” year Implementation work

Proposed work plan for 2011 • CAM is priority policy area, 2nd market on hold until clarity CAM/ CMP 1 CAM: pilot project to test FG Investment: monitoring open season Luxembourg - France 2 Work plan 2011 Pre-comitology meeting on CAM (and balancing) network code 3 Preparatory work for actual implementation of network codes 4

  4. Project 1: pilot project on CAM • Implementation of bundled products and/ or auction on IP’s Network code CAM Identification of IP’s and check with stakeholders Implementation of auction or bundled products (main aspects of FG CAM) Feed lessons learned into CAM network code

  5. Project 2: investment • Monitor performance of open season and work on regional plans Relevant stakeholders will monitor open season between France and Luxembourg and work on regional plans Lessons learned will be shared with stakeholders of GRI NW

  6. Project 3: performance of pre-comitology meeting • Giving member states “early understanding” in network codes • Impact assessment of network code on SoS, consumer prices etc. • General indication of change needed in current arrangements, rules etc. CAM Balancing (Transmission tariff structures) CAM and balancing will be up for comitology in 2012 Stakeholders assess impact of both codes on several issues Member states will be “briefed” to understand both codes before comitology takes place

  7. Project 4: preparatory work for implementation • Determine actual process to perform implementation work Based on operating statement, precise steps to implement network code, timing and actual performance of consultations etc. will be determined
