Weimar Government who signed the TOV were called “November criminals” • BUT… was Germany JUSTIFIED? • No – Germany had been hard on Russia during the signing of the Treaty of Brest-Litovsk, taking large amounts of land from it • Yes – TOV was forced on Germany, it had to accept War Guilt Clause, pay huge amounts of reparations, had its military reduced, had to give up its colonies and lands, had been broken off Austria-Hungary
