  2. SITUATION • SAPS quest to fulfil its mandate of creating a safe and secure SA by launching Festive Season Operations • Also focus on: • Contact crimes • High Visibility • Business Sector • Crime awareness campaigns • All relevant role players will be involved

MISSION • To ensure a safe and secure environment during the festive season by: • Planning according to CPA and CTA • Combating and ensuring decrease in crime • Establishing uncompromising security measures • Limiting the probability occurring of any critical incidents and limiting the impact through contingency planning • Zero tolerance to any criminality

  5. OPERATIONAL CONCEPT • Intelligence driven operations • Liquor act enforcement • Border security • Visits to firearm dealers / auctioneers • Cordon and searches • Roadblocks and VCP’s • Awareness campaigns

  6. CALENDAR • The following important events were identified: • Grade 12 exams • 16 Days of activism • COP17 • Schools closing • Day of reconciliation • Christmas & New Years • Day of Goodwill • MTN Jazz Festival • Business and school re-opening • ANC Centenary • Shembe Pilgrimage

  7. APPROACH • To address these types of crimes a five pillar approach will be followed from Oct 2011 to Jan 2012 • Pillar 1: Aggravated Robberies • Pillar 2: Border Security • Pillar 3: Firearm, liquor and Second Hand Goods Act enforcement • Pillar 4: Bylaws enforcement • Pillar 5: Crimes against women and children

  8. PILLAR 1 • Business robberies, house robberies, bank robberies, carjacking, CIT robberies and ATM bombing • Theft of and or robbery of pension, stockvel money and school registration fees • Wanted persons • High visibility patrols

  9. PILLAR 2 • Transnational crime • Illicit drugs and human trafficking • Stolen vehicles • Illegal firearms • Illegal immigrants • Tracing / arrests of wanted suspects • Border security • Counterfeit goods • Visits to airfields / strips

  10. PILLAR 3 • Liquor outlets contributing to crime • Abuse of alcohol and drugs • Drinking in public • Special events • Overcrowding and crimes at public places

  11. PILLAR 4 • Arrests of petty offences related to bylaws • Roadblocks and VCP’s • Intensive highway patrols • Address pedestrian safety • Reduce injuries and incidents on roads • Non wearing of safety belts • Traffic related e.g. Overloading, roadworthiness

  12. PILLAR 5 • Crime awareness campaigns • 16 days of activism programs • Intensifying programs like victims charter and anti drug • Missing children programs • Domestic violence awareness

EXECUTION • Phase 1: Pre-Festive Season and closing of schools • 1 October 2011 to 14 December 2011 • Communication initiatives (safety tips) • Intelligence gathering on places of gathering • Grade 12 Exam • Focussed deployments for aggravated robberies • Cordon and Search, waylay ops, observation duties and patrols increased in high crime areas • Integrated roadblocks and VCP’s • 16 Days of activism • Safety and Security of COP17

EXECUTION • Phase 2: Festive Season • 15 December 2011 to 5 January 2012 • Crime prevention strategies as per phase 1 • Crime prevention identified at tourist and holiday destinations • Covert ops to identify drug outlet dealers and liquor outlets contributing to crime • Enforcement of liquor laws and bylaws • Crime awareness initiatives • Tracking team follow up on wanted suspects • Conduct air supported crime prevention operations

EXECUTION • Phase 3: End of Festive Season • 6 January 2012 to 31 January 2012 • Crime prevention strategies as per phase 1and 2 • Maximum deployment • Special attention to gatherings • Application of SASREA • Cordon and Search operations (concentration on stolen goods) • Schools re-opening – high visibility and static deployment to address crimes related to the following: • Money received for registration fees • Influx of parents and children • Safety and Security of ANC Centenary Celebrations

  16. EXECUTION • Phase 4: Post Festive Season • 1 February 2012 onwards • Crime prevention strategies as per phase 1, 2 and 3 • Cordon and search operations and roadblocks to focus on the following: • Stolen property • Illegal firearms • drugs

  17. COMMAND AND CONTROL • NATJOC responsibilities • Coordinating instructions of National and Provincial JOC’s • Coordinating reporting of incidents • Issue special instructions were necessary • Media liaison

  18. MONITORING AND EVALUATION • Business intelligence system • Operational planning and monitoring • Financial monitoring
