LEGAL BASIS: - The Association Agreement Morocco/EU signed in February 1996 and entered into force in march 2000 - The Action Plan of the European Neighbourhood Policy was adopted in July 2005 - The P3A 1 financing agreement was signed 21December 2003 - The P3A II financing agreement was signed 27 March 2006 DURATION FOR THE CONTRACTUALISATION OF THE PROGRAMME: N+3 namely December 2005 for the P3A I and June 2010 for the P3A II BUDGET: Phase-I €5 million , Phase-II €15 million INSTRUMENTS: Long Institutional twinning (12 to 30 months; up to 2M€) Short Institutional twinning (up to 8 months ≤ 250 000€) Classical technical assistance Study visits Equipment CONTRACTING AUTHORITY: Ministry of Foreign Affairs and Cooperation/Programme Administration Office 1- THE GENERAL FRAMEWORK OF THE PROGRAMME

  4. 2- PROGRAMME OBJECTIVES • Improve the capacity of the Moroccan government to fulfil its engagements, meet the challenges and maximise the benefits of the AA. • Encourage the harmonisation of the national legal and regulatory framework with the EU and international rules and to facilitate its execution. • Reinforce the efficiency of the entities and authorities responsible for the implementation of the AA. • Facilitate future negotiations with the EU on other specific points.

  5. 3 - ARTICULATION AND SYNERGIES WITH THE OTHER INSTITUTIONS Formulation of the assistance needs by administrations in the framework of the technical committees and sub-committees of the Association Agreement. Articulation of projects around clear objectives covered by the Association Agreement and the Action Plan in the framework of the Neighbourhood Policy and based on a common agreement. Provision of an experts’ mission by the beneficiary Administration for converting their needs in a fiche for a structured and integrated project
