  18. WMFOA Situation: Team A snapper is in position and has his hand on the football. Team B realizes they only have ten players on the field so they send B25 into the game. The football is located at end of the field so that B25 is on A’s side of the neutral zone when he enters the field. He crosses through the neutral zone but does not get onside prior to the snap. 09-24-19

  19. WMFOA Situation: Team A snapper is in position and has his hand on the football. Team B realizes they only have ten players on the field so they send B25 Into the game. The football is located at end of the field so that B25 is on A’s side of the neutral zone when he enters the field. He crosses through the neutral zone but does not get onside prior to the snap. Ruling: It is NOT encroachment for the substitute to cross through the neutral zone. An entering substitute cannot encroach until after he has established himself as a player on his team’s side of the neutral zone. Because B25 cannot get onside prior to the snap, this is a foul for illegal substitution, live ball foul. (Rule 3.7.5) (Case book 7.6.1.d)

Ruling: Since the live ball action gave Team A a new series, the line to gain shall be established after A is penalized for A77’s unsportsmanlike conduct foul (Rule 5.1.2a,b). Basic spot is succeeding spot (Rule 10.4.5.a) It will be first and ten at the B44.

  22. WMFOA Situation: Team A attempts a FG with the ball spotted on B32, the kick fails and (a) lands untouched in the end zone (b) is muffed by Team B at B3 yard line and bounces into the end zone (c) comes to rest at B3 yard line with no one touching it

Ball will come out to the 20-yard line. All FG’s that land in the end zone are touchbacks regardless of where the previous spot was or where the ball was kicked from (Rule 6.3.1.b) In (b), the muff by Team B did not change the status of the ball, it is still a scrimmage kick that ends in the end zone (Rule 8.5.1.a & 8.5.3.b). In (c), once the ball comes to rest and no one is going to pick it up or down it, whistle should sound and this is the end of the kick and the dead ball spot (Rule 6.2.7). It will be Team B ball first and ten from B3 yard line.

A77, who prior to A88’s change of position, was an interior lineman, is now on the end of the line. A77 rises from his three point stance and moves to a new position five yards further out on the LOS where he again assumes a three point stance.

A77, who prior to A88’s change of position, was an interior lineman, is now on the end of the line. A77 rises from his three point stance and moves to a new position five yards further out on the LOS where he again assumes a three point stance. Ruling: This is a legal shift by A77. Restrictions that apply to interior lineman no longer apply to A77 after A88 moved off the LOS and assumed a position as a back, thus making A77 an end. (Rule 7.1.7.c)

(Rule 4.2.3.c) Situation: After Team A’s punt, and while the punt is still in the air, an inadvertent whistle sounds, stopping play.

Ruling: Because the whistle occurred during a running play, Team B has the option to take the ball first and ten at B35 (where the whistle blew), or replay the down. (Rule 4.2.3.c) Situation: After Team A’s punt, and while the punt is still in the air, an inadvertent whistle sounds, stopping play. Ruling: Because the whistle occurred during a loose ball play, the only option is to replay the down. (Rule 4.2.3.a)

  30. WMFOA Situation: Team A punts from A35 yard line. Ball is caught by B40 at B21 yard line and advanced 10 yards to B31 yard line. During the kick, B32 holds at B45 yard line, also, during the run B27 blocks in the back at B26 yard line.

During the kick, B32 holds at B45 yard line, also, during the run B27 blocks in the back at B26 yard line. Ruling: 2 fouls by Team B, so it’s important to know when they occurred and what the basic spot is for each. The basic spot for the hold by B during the kick is the end of the kick (B21), the basic spot for the block in the back by B is spot of the foul (B26). Because the hold will penalize B more, the block in the back will be declined, and the hold will be enforced. It will be B ball first and ten from B11 yard line.
