OBJECTIVES Enhance quality of family life of parents and pre-school children by: • Equipping parents with skills and knowledge to become effective and loving parents • Nurturing children’s love for learning and to instill in them positive values to prepare them for a resilient and strong family life • Facilitating a conducive home environment for transmission of positive family values to pre-schoolers 62 New Schools FY2012 435 Existing Pre-schools

PARTNERSHIP MCYS • MCYS works through approved service providers to implement PEPS progammes in pre-schools Service Providers Childcare Chains/ Kindergartens • Service providers work with preschools to roll out programmes to parents Childcare Centres/ Kindergartens Childcare Centres/ Kindergartens Community Community

ROLES AND RESPONSIBILITIES: PEPS SCHOOLS • Assess the needs of parents and plan programmes for them with service providers (See School Needs Analysis Survey) • Encourage parent participation and involvement (See Parent Involvement Plan with Checklist & Tips) • Publicise programmes to parents • Manage parents’ registration and attendance • Provide logistics (venue, staff, equipment) for in-centre parenting talks

ROLES AND RESPONSIBILITIES: PEPS SCHOOLS • Provide procurement documentations (e.g.: invoices) to service providers • Distribute and collect participant evaluation forms • Submit event photographs • Complete programme report (for programmes not in PEPS menu and for fieldtrips) • Plan and implement children programme & fieldtrips

ROLES AND RESPONSIBILITIES: SERVICE PROVIDERS • Liaise with MCYS and schools to facilitate smooth implementation of PEPS • Provide consultation and programme planning to meet parents’ and schools’ needs • Implement family life education programmes for parents • Provide content, resources and speakers for PEPS programmes

  11. ROLES AND RESPONSIBILITIES: SERVICE PROVIDERS • Collate PEPS programme evaluation forms • Prepare evaluation summary and reimbursement documents for submission to MCYS • Manage and monitor schools’ outcome indicators

  12. PROGRAMME FRAMEWORK Parents Children • 12 hours school-based • 8 hours zonal talks • 12 hours (built into curriculum) + PSG • Facilitate formation of PSGs, identify & groom parent facilitators

PARENT PROGRAMME CONTENT Enhance parenting skills & knowledge Child development e.g: imparting values, building character, confidence etc Worklife harmony e.g: ways to achieve success in career and family Parenting tips e.g: effective discipline, communication, improve bonding Marriage enrichment e.g: communication and conflict resolution • Talks on various family life education topics mentioned above • Workshops & seminars • Fieldtrips (with strong elements of parent education) • Interactive and experiential activities with strong elements of parent education • Programmes without a strong parent education component (e.g. purely health/sports/arts/recreational programmes) • Programmes not approved/vetted by Family Education Department

SCHOOL-BASED PROGRAMMES • Common programme menu at PEPS website (www.peps.sg) • Centre may charge participants a nominal fee • Parents from the community may participate • Field trips (max 3 hours) must be followed by a debrief/ parenting talk to ensure that parents learn about parenting tips/skills

  20. OUTREACH INDICATORS • Figures are based on children enrolment for the year. E.g., if children enrolment is 100, total number of parents reached should be 30 in the first year, 40 in the second year and 60 in the third year. • Figures for year 2 and 3 are cumulative, i.e., an additional 10% of parents should be reached in year 2 and additional 20% for year 3. • Figures are based on distinctive parents, which are parents who have attended PEPS programmes for the first time.

PROGRAMME ADMINISTRATION What Happens After Recruitment? • Letter of Agreement (LOA) • Schools and service providers will work together to develop yearly programme plan for in-centre programmes • Schools take ownership of children’s programme and submit children’s report to MCYS (half-yearly basis)

  29. FUNDING • Note: • Facilitators must be involved in the direct facilitation of content related to parenting or family life education. This excludes responsibilities such as handling registration, admin briefing for field trips and delivering of topics such as health, arts, sports and academic. • Venue claims are only applicable for combined school programmes with 30 or more registered participants and at least 75% of these registered participants must turn up for the programme. • For better cost efficiency, schools are advised to run programmes with at least 10 or more parent participants. Schools are advised to inform their service provider of the expected number of participants one week prior to the programme and to postpone it if the number of registered participants falls below 10. • PEPS schools may organise one field trip per year. The maximum number of PEPS hours that they can clock in for field trips is 3 hours. All field trips must include parent participation with a recommended parent-child ratio of 1: 2. • PEPS schools may collect nominal fees to defray the cost of running PEPS programmes.

REIMBURSEMENT • Monthly basis • MCYS disburses fund via service providers • Must reach MCYS within 15 days after each month e.g. for April to submit by 15 May • For Feb reimbursement, must reach MCYS by 10th March due to close of FY • School certify the accuracy of invoices and claims-signature of P or VP and school stamp
