Enterprise Process Improvement Community of Practice (EPIC) Background: EPIC has been established as a Community of Practice under the Best Practices Committee of the Federal CIO Council EPIC Purpose: • improve government performance by accelerating and facilitating efforts to better manage processes performed to meet agency objectives • share expertise and learning; discuss issues and challenges • advocate and support process definition and improvement activities across government

  3. EPIC Rationale/Preamble CIO Council Support: support the CIO Council, the “principal interagency forum for improving agency practices …”. The CIOC “supports business process reengineering, continuous process improvement,..” Clinger-Cohen Relationship: • Support OMB “… encourage agencies to develop and use best practices …” • Support Agency Heads “analyze missions and … revise … processes … before making significant investments …” • Support CIOs “promoting effective and efficient design and operation of … processes … including improvements to work processes…”

EPIC Vision and Principles Vision: to be a major resource for government in improvement of how we perform our work Collaboration: collaborate with relevant process improvement initiatives, standards, projects in public, private, international communities Integration: focus on integration and harmonization of existing process standards, models, methods, and approaches for efficiency and effectiveness Learning: build government knowledge skills and expertise in methods and approaches for improving processes; share challenges and solutions

EPIC Strategy and Activities Build Expertise: Building process improvement (PI) expertise in government agencies Share: Sharing information, knowledge, and lessons learned Standards-based Framework: Integrating and synergizing relevant models and standards into a framework of best standards-based practices Linking PI and Enterprise Architecture (EA): Relating PI and standards-based practices with the federal enterprise architecture (FEA) framework Common Processes: Describing common processes and process patterns that can be used across/within agencies

Today’s Workshop: Purpose and Questions How can We Achieve Value and Improve Performance Across the Federal Enterprise? • This workshop intends to identify obstacles that potentially hinder the Government from improving, and conduct a collaborative search for ways to overcome obstructions and deal with these tough issues. • We have identified four major areas for discussion at this first Enterprise Process Improvement Community of Practice (EPIC) workshop:

Today’s Workshop: Four Major Areas for Discussion Process Enterprise:How can we encourage Government to recognize the value of describing, managing, and improving the processes we perform to achieve our mission? How can we ensure our business processes are aligned to achieve organizational goals? Best Practice and Standards:How can we efficiently and effectively incorporate standards-based best practices in the work that we do every day? What value do international and national standards provide to the Government? Management, Change, and Culture:How can we promote process improvement (PI) with executives, business partners, and organizational managers? Who is responsible for PI and enterprise architecture? Is it beyond the CIO? How can we motivate the Government to change? Process Improvement and Enterprise Architecture:How are these related? How can they be coordinated? How can we ensure “best practices” are used in “to-be” processes? Can we tie PI to the Federal Enterprise Architecture Framework?
