BUDGET INFO • All FY17 spending has stopped unless approved by Brigade • FY18 Budget allocation to be provided on/about 10 Oct • Anticipate a CRA • Budget execution timeline for FY18 is: 31 Jan 15: 40% 31 Mar 15: 60% 30 Jun 15: 90% • School Template OMA and MPA MPA: 4.4M (Includes laundry & alterations held at Bde level) OMA: .697M

  9. ODDS & ENDS • Regional Instructor Training • Last year for off post training. All future workshops will be at a military facility. • Future workshops will probably be smaller and more frequent. • Mandatory training for continued certification • Instructors will attend the training on an alternating basis • Brigade Commander decision authority for excusals • JROTC Program of Accreditation (JPA) • Final version of CCR 145-8-3, dated 15 Jan 17. • No significant changes from draft • SY 17/18 will be 3nd year for the new JPA process • Evaluation of Cadre play major roll in process • Lengthy process • 4th BDE JPA Results for SY 16/17 • Scheduled: 65 • Completed: 65 • HUD: 44 (67%) • SAT: 18 (28%) • Unsat: 3 (5%)

ODDS & ENDS(continued) • CNACI Background checks • Directed by SECARMY • All cadre will undergo regardless of current security clearance • Do not initiate until instructed to do so • Comply with timeline; several instructors have lost their certification for failure to meet the timeline requirements • All instructors will have completed CNACI prior to entering the classroom • Some schools may have to operate with only 1 instructor for a period of time • Re-verified every 5 years • Common Access Cards (CACs) • On hold UFN due to vetting issues

ODDS & ENDS(continued) Policy Memo #8 Serious Incident Reports • CAT 1 Serious Incident Reports (CCIR Related) • See matrix for list of CAT 1 SIRs • Make telephonic notification immediately • Submit 5Ws • Submit SIR within 24 hours of incident • If unsure – send it • Send all SIRs to myself, Mr. Perry & Mr. George James; do not bypass the Brigade • CAT 2 Incident Reports (non-CCIR related) • See matrix for list of CAT 2 SIRs • Submit SIR within 24 hours of incident • Instructor injury or illness requiring hospitalization • Any instructor absence for 30 calendar days or more for any reason Note: Be sure to use the new form located on the 4thBde JROTC website.

  12. 4th Bde JROTC Downsizing • 4th Brigade will downsize current position authorizations from a high of 11 to 8 authorizations in FY 18. Results in a reduction of approximately 28% in available man-hours. • FY 15 – 11 Authorizations • FY 16 – 10 Authorizations (Current) • FY 17 – 9 Authorizations (30 Sep 16) • FY 18 – 8 Authorizations (30 Sep 17) • Cadet Command is working hard to meet our manpower requirements with BMM, over hires and terms. • Workload has actually increased and continues to do so. • JPAs • GPC Support • CAC (TASM & TA responsibilities) • Check Writing • COR Responsibilities • Increased individual TDY requirement due to fewer available personnel • May require the elimination of some “nice to do” things/events. The Good • JPA process • Very successful and safe JCLC 2017 with few exceptions • Mount Tabor – 2nd Place finish in leadership at JLAB; 3rd Place last year • Hopewell HS – Reached National Level in Raider, Drill and Marksmanship • SY 16/17 Best of the Best Competitions • 1st Place Raider: Landrum HS, SC • 1st Place Drill: Airport HS, SC (3 years running) • 1st Place Marksmanship: North Brunswick HS, NC (5 years running)
