Celpay Conader Project • $4.7 mil contract with Conader, the DRC Agency for (Disarmament, Demobilization, Reintegration) in 2005 • Funded by World Bank & international donor community • Celpay as payment platform to pay out $45m in cash to 75k demobilized combatants • 3 phase projects: • Development & Implementation of the Conader application • $ 110 payments to Ex Combatant as incentive • $25 monthly payments to help start new lives.
