Main subjects that DESW taking part with the UN agencies in refugee camps • Establish water net works (DESW & UN) according to the prepared site plan (UN). • Trucking procedure. By distributing portable waters using trucking/tankers, depending on UNICEF ‘s guide lines (50 lit/person/day) as a minimum required. • Water Quality control (taking water samples in different places/points then testing them in DESW laboratory and providing chemical requirement even chlorine devices (twin/double) tube system over the tanks or injection system inside pump room). • Operation and Maintenance (O&M) through maintenance Dep. using DESW ‘s budget %100 till end of December 2014, but from the beginning of 2015 through a new committee has been formed from two engineers and one technician from DESW ‘s staff by using UNICEF ‘s fund %69 as a part of total cost . • Conducting maintenance for electrical devices that related to the water project like generators, control panels board & submersible pumps.
Point 1 & 2, Technical Department. This department has been established in 1/12/2012 In Directorate of Erbil Surrounding Water with it is formal staff (48) Engineers, (31) technicians & (9) drivers of course those staff are distributed Within its internal cells like (Implementing staff, Proposal prepare staff, Designing staff, Survey staff and trucking procedure staff)
The main reason behind establishing Technical dep. is to implement water projects that has been put in the plan for a certain year which those projects has been selected in cooperation with plan & following up dep.. Some of the projects will be implemented through contractor procedure and others in direct implementation. Implementation water project procedure. • Conduct water test (chemical and bacteriological) of the bore wells and water sources to ensure from portability. • Digging pipe trenches and of course each pipe has its certain depth. • Construct pump room (4*5*2.8) m to submersible pump system. • Construct Block stand (6m) high for steel elevated tanks or concrete reservoirs. • Extend network pipe. • Plumbing work. • Back filling work • Construction protection for water source, bore wells and catchments. • Writing hygiene education on the constructed structures on the elevated tanks, reservoirs wall and pump rooms.
Point 3, Water Quality control Department • The chemical detection of drinking water : • Physical test (PH ,E.C ,TDS ,Turbidity). • Chemical Test (So4,Na,K,NO3,CL,Ca,Mg,T.Hardness,T.Alkalinity) every three month one chemical test. • The biological and bacterial detection of drinking water: • (Total Coliform ,E.Coli)every two week one biological test. • Providing disinfectant materials (chlorine) to sterilize drinking water beside chlorine devices. • Maintenance and upgrading of water sterilization devices (fixing or replacing broking adjusting and fixing chlorine level).
Point 4, Operation & Maintenance Department Fixing damaged manholes that contain gate valves and flow - meters. Fixing damaged house hold connection. Water net work leakage. Elevated tank and/or concrete reservoirs. Replacing damaged flow – meters. Conducting training session for well operator. Cleaning inside all borehole stations. Fixing steel manhole covers , painting them and cleaning inside them. Safety steel rings around ladder of four elevated steel tanks. Fixing damaged metal Fence around boreholes …
Instructions for running submersible pumps in Syrian refugeecamps • The operating of the submersibles must be one time per day, each operator will fill his reservoir with water late in the evening (the national electricity are available at that time almost) and in the morning following the outlet gate valves will opening for distribution water through networks gradually and solidarity that the continued operation of the pump for two hours only. • Agreement on unification of time to opening outlet gate valves of the distribution networks, which all valves will be opened in a uniform manner and at one time almost. • Asking organizations NGO /UN agencies even DESW water quality dep. teams that perform routine test for quality of the drinking water by taking samples to test, at runtime shift because; frequent turn-off and turn-on pumps reduces the efficiency of the pump and by following its lifetime. .
When should not operate the submersible pumps: - 1. When there is electricity turned off dramatically and frequent 2. When the current volt are not between the allowable value, and the allowable value of the current voltage is between (400-350)V (as can be detected from Voltmeter inside control panel). 3. When there is lightning and heavy rain, lightning are burned the pump if the light hit any part of galvanized pipeline, elevated steel tanks or steel structure that hold elevated tanks ... and is located within the structure of the water network

As a result all participants agreed on the following points: 1 - Design: The concerned government agencies, Erbil Directorate of Surrounding Water and Erbil Directorate of Sewerage in particular, take the responsibility of designing the system after getting approval of the location ,project site and land issues from consultation with ERC Partners like UNICEF and UNHCR, depending upon the area of the work, will provide necessary technical and other supports on this. 2 - Material and Specification: The design of water/sewerage system will include the specification of works and materials..The construction materials that meet the specification is acceptable. 3 - Construction Supervision: For implementing the construction plans, the current modality of going through one or the other implementing partners (IP) is accepted, however, options of other modalities is kept open. In any case it is agreed that a clear provision will be made for the concerned government line agencies to participate in overseeing the construction work and control the quality.
As a result all participants agreed on the following points: 4 - Handover: When the WASH facilities are completed, they are handed over to Erbil Directorate of Surrounding Water and Erbil Directorate of Sewerage as applicable for continuing the responsibility of operation and maintenance. ERC will receive plans for operation and maintenance of the system from the concerned directorates and coordinate with donors and partners for facilitating their support in carrying out the operation and maintenance. 5 - General Application of this framework: The above arrangement will be applicable also for other area of infrastructures developed through support of different partners including UNHCR as applicable. And in all works , UNHCR and UNICEF as key partners in developing the camps and other NGO s ( also related government directories like DESW, DES )will continue to work within ERC's coordination and facilitation umbrella
