Minor amendment of the Directive 2000/75/EC to allow vaccination with inactivated vaccines outside the restricted zone • Commission proposal amending Directive 2000/75/EC was transmitted on 15 November 2010 to the Council • the proposal was discussed in the COREPER meeting on 26th January. • the proposal will be discussed by EP in April with the possibility of adoption by 1st May 2011 Council Directive 2000/75/EC lays down control rules and measures to combat bluetongue in the Community

UECBV concerns…. • The trade problem regarding the free movements of animals (vaccinated or non vaccinated) i.e. the trade between Italy and France • The Commission position: - the only way to guarantee the animals is to declare if the animals are vaccinated or not. - Member States don’t want to take the risk of introducing BTV in their countries (don’t want to give up the free status ).

  8. Discussion on amendments to the Regulation No 1266/2007 The Commission intends to introduce in parallel with the amendment to Directive 2000/75 a number of changes to the BT Reg. 1266/2007: • Provisionally free zones as intermediate before free status. - Replaces « Lower risk area » - For restricted zones in transition period before regaining free status • Definition of vector-proof establishment for animals (indoor facilities that will physically protect against the vector) - to improve effectiveness - to assist MS in implementation COMMISSION REGULATION (EC) No 1266/2007 on implementing rules for Council Directive 2000/75/EC as regards the control, monitoring, surveillance and restrictions on movements of certain animals of susceptible species in relation to bluetongue

  9. Deletion of transitional measures (art. 9a) • Insecticides/repellent treatment of animals before transit - only for trucks • Provisions for transplacental transmission - only for BTV8 (based on EFSA opinion) • Monitoring and surveillance programs. - The Commission waiting for EFSA opinion on this issue in order to design new monitoring programs.

  10. Commission Regulation (EC) No 1266/2007 • The Commission services are drafting a proposal (February 2011) • Discussions with MS (March 2011)
