Apprenticeships • Foundation Apprenticeships – level 2 • Apprenticeships – level 3 • Higher Apprenticeships – level 4/5 • All apprentices starting on or after 1 August 2011 MUST be employed status • Employed status includes self-employed / with a single employer / shared apprenticeship or Group Training Association

Apprenticeships • Non-employed learners in training on 1 August 2011 will continue to be eligible for funding until 31 July 2013 but thereafter will cease to be eligible unless they have secured employment before that date • Priority age group – under 25 • Priority entry to young people progressing from Pathways to Apprenticeships / Traineeships / 14-19 Learning Pathways or Welsh Baccalaureate

  7. Apprenticeships • Apprentices aged 16-18 will be entitled to: • Support of a Learning Coach • Access to Personal Support • Careers and World of Work Framework

Apprenticeships • Flexible Learning: • Skills training at levels 2, 3 and 4 • Available for employees aged 19 and over • Opportunity for employees to undertake a single qualification from a specific apprenticeship framework • Welsh Assembly Government will make a maximum funding contribution of 50% of its normal funding rates

  9. Apprenticeships • Following written permission a maximum of up to 20% of Commissioned Contract Value can be used for flexible delivery • Learners can undertake a qualification one level higher than an apprenticeship (where a Higher Apprenticeship does not exist)

  10. Apprenticeships • Apprentices and those on flexible learning must have: • A Learning Agreement • An Individual Learning Plan • On-the-job and off-the-job training (apprentices) • A clearly defined Learning Process

Apprenticeships • Recognition of Prior Achievement (RPA): • All prior achievements must be taken into account to prevent duplication • Recognition of Prior Learning (RPL): • Individual learning achievements must be cross referenced against the learning aims of the qualifications within the apprenticeship framework

Apprenticeships • All apprenticeship vacancies must be entered onto the Apprenticeship Matching Service (AMS) database and communicated to Careers Wales • It is the responsibility of the contract holder to ensure that all sub-contractors are trained and able to enter and manage vacancies on the AMS system • Training days available: • 13 June (Cardiff) • 15 June (Llandudno Junction)

Apprenticeships • Shared apprenticeship delivery model: • Apprentices “rotate” between two or more employers • Formal contract of employment, either with the Provider (in “host employer” model) or with one “lead” employer • Employers are engaged in progress reviews which are planned around the apprentice’s rotation

  14. Apprenticeships • Pathways to Apprenticeships • One year full time intensive FE learning programme. Progression onto an apprenticeship is the key measure of success. • In 2010/2011 2000 places available pan Wales. 17 FEIs delivering with Pathway routes being offered in: • Automotive; Construction ; Engineering; Hair and Beauty; Hospitality; Plumbing • For 2011/2012 a further 2000 places available and ten sector Pathways aligned with Economic Renewal Programme. • Automotive; Cogent ; Construction; Engineering; E-Skills; Improve; Lantra; Hospitality; Skills Active; Plumbing.

  16. Apprenticeships • Young Recruits Programme • Targeted at 16-24 year olds • Wage subsidy of £50 for 52 weeks to private sector employers • Approximately 1,000 places this year • Full level 2 or 3 framework • Delivered by contracted apprenticeship Learning Providers
