OverviewEC-WG on Capacity Development 13 (afternoon) -15 December 2011 • Activity: • Consider WG Terms of Reference • Discuss Elements of WMO Capacity Development Process • perform SWOT based on WMO and the process • Evaluate process and response using case studies (including Haiti) • Review timetable/roadmap to strategy development for EC, • Review GFCS Capacity Building consultations • Consider related activities (Country Profile Database, Guidance materials for Role and Ops of NMSs • Review principle programme support for capacity development (LDC, Regions, ETR, RMO) • Significance: • Congress 16 mandate to develop Cap Dev Strategy • Expected Result 6

  2. Principles of the CDS approach Identify CD Process and do SWOT on WMO assistance From WMO Strategy/Priorties Inclusive partnership with international, regional, national stakeholders Aligned and Consistent action plans Case studies as concrete illustrations

Outcomes • WG agreement on WMO Cap/Dev process (8 Steps, emergency case) • Development of WMO SWOT for Cap Dev • Support for tools to manage CD and monitor baseline and progress (ROM, CPDB, Survey, etc) • Support for strengthening program elements (RO, LDCs, ETR, RMO), • Special focus on 2 priority areas (GFCS and WIGOS: regional aspects) • Basic approach to draft CDS • Proposals to EC on Terms of Reference, governance of CD
