Enhancing Climate Resilience and Disaster Preparedness in Lithuania

This project focuses on addressing the insufficient readiness of Lithuanian rescue services to respond to extreme natural phenomena and the lack of a united system for managing extreme situations. It aims to upgrade disaster monitoring, warning, and response systems, improve flood and wildfire protection measures, develop green infrastructure for climate change adaptation, and enhance the qualification and training of rescue workers. The project also aims to modernize the system of sound siren warnings to residents and improve the preparation of residents through various communication channels. The objective is to promote climate change adaptation, risk prevention, and disaster resilience.

  1. Experience from 2014-2020: PRIORITY AXIS 5. ENVIRONMENT, SUSTAINABLE USE OF NATURAL RESOURCES AND ADAPTATION TO CLIMATE CHANGE SUPPORTED ACTIVITIES

  2. Problems still remain: - The readiness of Lithuanian rescue services to respond to extreme natural phenomena is insufficient. - Hazard warning by sound sirens covers only 60% of residents and economic entities.- Lithuania does not have United system of management of extreme situations.- Unprepared residents to react natural disasters.- Insufficientqualificationofrescueworkers

  3. 33% rescue and fire fithining transport is over 20 years old

  4. Ladders are over 17 years old

  9. OBJECTIVE PROPOSED ACTIVITIES INDICATORS Product: RCO 24 - Investments in new or upgraded disaster monitoring, preparedness, warning and response systems RCO 24 - New or upgraded monitoring, preparedness, warning and response systems for natural disasters such as earthquakes, forest fires, floods or droughts RCO 25 - Coastal strip, river bank and lakeshore flood protection newly built or consolidated RCO 26 - Green infrastructure built or upgraded for adaptation to climate change RCO 27 - Nationaland sub-national strategies addressing climate change adaptation RCO 28 - Area covered by protection measures against wildfire RCO 28 - Areas covered by protection measures against forest fires, earthquakes, floods or droughts. Promoting climate change adaptation, risk prevention and disaster resilience 1. To modernise and develop the system of sound siren warning to residents(ERDF). 2. To create United IT system of management of extreme situations ĮdiegtiVieningąekstremaliųjųsituacijųvaldymoinformacinęsistemą (ERDF). 3. To strengthen rescue systems by equipping rescue services with modern transport, equipment for the use during wildfire, floods and other climate change-induced disasters (ERDF). 4. To improvequalificationofrescueworkersinclimate change-induced disasters(ESF). Result: RCR 35 - Population benefiting from flood protection measures RCR 36 - Population benefiting from wildfire protection measures RCR 37 - Population benefiting from protection measures against climate related natural disasters (other than floods and wildfire) RCR 96 – Population benefiting from protection measures against non-climate related natural risks and risks related to human activities 5. To enhancepreparationofresidentsinclimate change-induced disasters (publication (TV, socialnetworks, radio), tariningofcivilprotection (ESF).
