  2. EIV Reports • Previously the focus of reviewing EIV Reports was on the Income Discrepancy Report and the Deceased Tenant Report. • HQs EIV staff has changed their review • - No Income Discrepancy Report Monthly Review • - No Reviewing ALLDeceased Tenants on Report

  3. EIV Analysis Sheet • New Report HQs will be reviewing and making available for Field Offices • Includes both Public Housing units and Vouchers • Allows Field Office to update EIV staff on information that is not current in PIC.

  4. Procedure • The list will be generated every month with new high selection PHAs – Discrepancies are rated Low, Medium and High. • The list will be updated weekly based on Field Office and EIV staff updates.

  5. EIV Analysis Reports • In reviewing Deceased Tenant reports • Only Deceased Tenants that have been on the Report for longer than 3 months will be considered a discrepancy in this analysis, but doesn’t mean PHAs shouldn’t follow up on all deceased tenants in report. • The Income Discrepancy Report will not be used as an indictor in this analysis until a more accurate report can be created: • The time difference between recertification and the NDNH data causes a high percentage of false positives. • Identity theft causes a smaller percentage but some large dollar amount false positives.

EIV Staff Actions • EIV staff will perform an analysis of a PHA before sending an email using the EIV and PIC system to determine: • Present status of EIV discrepancies • Possible reasons for the discrepancies • Possible solutions • EIV staff will send an email to the PHA email addresses listed in PIC. • The PIH Network Director and Field Office will be cc’d. • The email will be customized to that PHA’s specific discrepancies. • EIV staff will assist the PHA in eliminating the discrepancies. • The EIV staff will log each contact with the PHA and results of that contact.

  7. Common Problems • No EIV Access or Use • Small PHA whose actions are performed by a user ID not tied to the PHA. (consortium or consolidation) • New user needs to be assigned • EIV system error. (we need the user ID that is using EIV system) • Overdue Recertifications • Tenants that have moved out but no EOP 50058 was submitted. • Late Reexams • PHA staffing issue • SSA Identity Failure • 50058 data entry error of SSN, DOB or Surname • Maiden name – married name mismatch • Deceased Tenants • 50058 EOP needs to be submitted • PHA undergoing litigation with remaining non-qualified resident.
