  1. LEADRS LAW ENFORCEMENT ADVANCED DUI/DWI REPORTING SYSTEM

  2. Why is this Important? • DWI prosecutions are among the most difficult criminal cases to prove. • They almost always involve technical testimony, scientific testimony and juror empathy. • Evidence presented by the officer is subjective. • 80% of cases officers testifies on will be a DWI

  3. History • Developed a simple process to build a system • Joint Focus Groups • Biggest hindrance to successful DWI arrest and Prosecution.

  4. Problems identified • Time: • Average officer noted 4 to 6 hours of report time in Texas. National average is 2 to 4 hours. • Paperwork: • Redundancy • Poor format • Not enough detail • No standardization

  5. History • Rolled out the system during Spring Break 2004, 6 months after the contract. • Made the system adaptable to reflect legislative changes and case law. • Consider input from users to upgrade system.

  6. Accomplishments • Actual Reduction time exceeded goals. • Create a user ready system in 6 to 9 months. • Agencies utilize the system at no cost. • Not “off the shelf” software. • Designed in an upgradeable format.

  7. What LEADRS Reduces? • Time: • Officers off the street. • Average 148,000 man-hours and 2.4 million in overtime compensation • Court • Court Appearances. • Case Preparation Time by Prosecutors. • Cases dismissed for lack of evidence.

  8. What LEADRS Reduces? • Redundancy: • Fills in all information into arrest forms automatically. • Creates all necessary forms for the arrest • Creates a standardized report.

  9. What LEADRS adds to the process • More Officers on the street combating DUI/DWI offenses. • More cases of DUI/DWI filed by prosecutors. • More centralized Data to identify, locate and formulate needs for additional enforcement.

  10. Prosecution Benefits • Has reduced the average case preparation time spent by prosecutors. • Creates a standardized and systematic approach to DWI reporting • Gives prosecutors more than double the information needed to get guilty verdicts or full term pleas.

  11. Advantages to System • Internet Based so there is no licensing issues with local computers. • Can be accessed from any computer with Internet access • Completes all necessary paperwork and reduces redundancy
