Metropolitan Washington DC-MD-VA Region Fine Particle Nonattainment Area Annual Standard= 15 µg/m3 Virginia (Fairfax, Arlington, Loudoun, Prince William Counties, City of Alexandria District of Columbia Suburban Maryland (Montgomery, Prince George’s, Frederick, Charles Counties) EPA designated the entire 8-hour ozone nonattainment area for PM, but excluded Calvert County.

  6. STEP 1 • Two Design Values with Clean Data: Air Quality data shows attainment of Annual PM2.5 standard for 2003-2005 and 2004-2006

  8. STEP #2 2007 #2 Prepare Redesignation Request and Maintenance Plan

  9. STEP #3 • SUBMIT Redesignation Request and Maintenance Plan to EPA by APRIL 15, 2008 • If late, region is subject to penalties for failure to submit 2008

  10. STEP #4 • EPA approves Redesignation Request • Process may take up to 18 months after submittal • earliest date: December 2008 • Latest date: 2010 2010

  11. WHAT IS A MAINTENANCE PLAN?

  12. Purpose of Maintenance Plan • To demonstrate that the region will maintain the annual PM2.5 standard for 10 years after redesignation

  13. Components • Attainment Inventory • Maintenance Demonstration (inventory) • Monitoring Network • Verification of continued attainment • Contingency Plan

  14. SIP Requirements Maintenance Plan • Emission Inventories • Rate of Progress • Conformity/Mobile Budget • RACM Analysis • Contingency Measures • Attainment Demonstration NO No Photochemical Modeling required

PM 2.5 Conformity • Must demonstrate PM 2.5 conformityfor PM Direct and Precursor NOx. • Calculate emissions using MOBILE 6.2 • Plan will establish mobile emissions budgets for direct PM and PM precursors determined to be significant contributors to PM pollution. • Maintenance Plan will establish mobile budgets for interim year and last year of maintenance plan. October 2007

Emission Inventory • Annual for PM Direct and all PM Precursors (NOx, SO2, Ammonia, VOCs). • Rate of Progress Demonstrations • Not required if attain within 5 years. • Attainment Demonstration and Weight of Evidence • RACM Analysis • Identifies Reasonably Available Control Measures for SIP • Explains why other measures are not reasonably available • Conformity/Mobile Budget • Establish budget for PM and PM Precursors determined to contribute significantly. • Contingency Measures • Measures to be implemented if region fails to attain by 2010 or does not demonstrate required progress • New formula for reduction requirement [(2009-2002)/7] Maintenance Plan Components
