Financial services discriminate PWA based on outdated mortality figures and health questions on HIV/AIDS Key issues and findings • PWA feel discriminated and stigmatized when rejected a priori • Mathematical model developed for mortality probability of PWA compared to population mortality (HIV Monitoring Foundation 2008) • Important markers have significant impact on death of PWA: • - occurence or absence of CDC-B event within 24 weeks of being diagnosed with HIV • - age of the person being diagnosed with HIV • * Based on these parameters Dutch Insurers recognize HIV as insurable chronic medical condition (Report, June 2009) Dutch Insurers recognize HIV as insurable chronic medical condition

Dutch Insurers advise to include PWA in acceptance policies and to rephrase discriminatory questions on HIV/AIDS Results and lessons learned • No discriminatory and stigmatizing questions on HIV/AIDS in the Applicant Health Declaration of Insurers • To regularly update research findings so competitive net premium can be calculated annually • * Dutch Insurers made their decisions in close consultation with the Dutch HIV Association to include their experiences (GIPA Principle) • * Dutch Insurers evaluated the process as a very successfull approach Dutch Insurers recognize HIV as insurable chronic medical condition

Recommendations implemented Relevant professionals informed Next steps • Recommendations of the Report HIV Insurability Expended (2009) • must be implemented on all levels • Relevant professional groups, including insurers, medical consultants and brokers, and also PWA must be informed • The changes in acceptance conditions on life policies for PWA: • should be adopted in a global perspective by other insurers • should be added on the international HIV/AIDS advocacy agenda on Universal access to financial services for PWA Dutch Insurers recognize HIV as insurable chronic medical condition
