  2. About Oto… Otorohanga District Population - 9500 District, 2700 Otorohanga, 300 Kawhia1 college, 11 primary schools, 28% Maori Lower than national average incomeStrong businesses & employers Vibrant Kiwiana Capital of New Zealand

  3. Our issues in 2004… • Businesses considering leaving – employment difficulties • Youth suicides – no opportunities for work • Ongoing social issues – youth crime, graffiti, vandalism We knew we had a problem, so the journey began….

  5. Wintec Otorohanga Trade Training Centre… • Established 2006 • Courses approved by Employer Partnership Group • Employment assistance for graduates • National Certificate in Automotive and Engineering Level 2 • Certificate in Introduction to Trades • Many courses offered

  6. Trade Apprentice Co-Ordinator… • ‘Camp Mother’ role • Pastoral Care, Study Skills • Literacy and numeracy • Contact with Apprentices • Contact with Employers • Contact with ITO’s • Night classes, Tuition • Assignment and test support • ITO sign ups

Why a Camp Mother… • Nationally across all trades only circa 33% of Modern Apprentices complete within 5 years • Agriculture, forestry, fishing – less than 10% complete • Young apprentices need pastoral care, study support and life coaching • With Rays’ help, 96% of all Otorohanga apprentices complete successfully on time

MPowa School Leavers Connection Programme… • Database of providers, employers, agencies, opportunities • School leaver details shared with MPowa by College • Contact with all leavers within 14 days • Referral to database as required • Regular contact until 19 years old ‘Otorohanga loves you, we care about you’- MPowa

Now In 2012… 12 programmes run by Gateway, Skills Academy College Trade brochures Businesses Careers Expos EDA,College Young Achievers Awards Community Trust Harvest Rock Youth Centre Harvest Church Wintec Otorohanga Trade Training Centre Polytech,EDA Trade Apprentice Co-ordinator EDA, employers Student Scholarships Community groups Mayoral Graduation Ceremony Mayor,ITOs,employers Project Grow Oto MSD, EDA, Harvest MPowa School Leavers Connection Programme Harvest, EDA,MSD Tuia Rangatahi Leadership Programme MTFJ, TPK, Marcus

Our Results So Far… • Single figure registered unemployment for under 25 year olds since November 2006….. consistently lowestin NZ! • Stable, profitable local businesses with access to work ready, well prepared and community supported young people! • Tidy vibrant community – minimal graffiti, vandalism, crime! • No problems from disconnected, frustrated, unemployed and under-appreciated young people!

Our Crime Stats… • In 2005 before the Youth Programmes began, one in two (48%) of all resolved crimes involved an under 25 year old! • Within 2 years of the Youth Programmes operating, this reduced by 75%! • Currently, less than one in five (19%) of resolved crimes in Otorohanga involve an under 25 year old! ‘If a soul is left in darkness, sins will be committed. BERL 2010 RegionalPerformance Indicator Report…(released Feb 2011) NZ’s 72 Councils ranked by 9 key performance indicators Page 5 Summary: (quote) ‘The biggest climber this year is the Otorohanga District, who has remarkably climbed up 46 places from 64th place to 17thplace. Most of Otorohanga’s performance was due to improvements in FTE growth and GDP growth’

  13. NZ Incs Stats… In 2012 • 70,000 plus NEETs • 32% of all unemployed is youth under 25 yo • 25% of our under 19s are unemployed • Highest concentration is in major cities Yet…. Dec 2007 there were less than 250 under 25yo on unemployment benefit…. and NZ leads OECD countries in youth volunteer hours worked…. so clearly….when there’s jobs and opportunities, young people can and do work!

  15. Develop broader vision of school reform that embraces multiple pathways to help young people successfully navigate from adolescence to adulthood. Employers need to play expanded roles in providing opportunities and pathway support. Need to develop a new social compact between society and young people. Harvard (USA) report ‘Pathways to Prosperity’… Meeting the challenge of Preparing Young Americans (Kiwis?) for the 21st Century Feb 2011 The report’s 3 recommendations:

  24. Some regions will grow – some will shrink, but all are expected to see reducing growth rates…

  25. The problem with population ageing is not the increased numbers of elderly. It is the relativelydiminished proportion of the young… • Population ageing has deflected our attention away from the most profound element – the relative lack of young people… • NZ will have themost profound numerical ageingof any OECD country, because it had the highest and longest baby boom in the OECD… • That is why other countries areactively targetingour young people right now…

  26. Key Ageing Markers • New Zealand’s 15-19 year old population will decline by 20,000 over the next five years • Over the following 5 years, numbers will decline by a further 8000 • In 1996, 7% of NZ’s TAs had fewer people at labour market entry than exit age….Today 36%....by 2021 84% • In 1996, NONE of NZ’s TAs had more elderly than children…. Today 15%....by 2021 55%.... by 2031 90% Prof Jacksons research conclusion: ‘Youth will be more sought after, harder to find, and more expensive to secure…from now on’

But there are opportunities: • Very youthful Maori population • Median age = 23yo….European median = 38yo • 14% of total population • 0-14yo Maori = 21%...15-24yo Maori = 18% ‘Young Maori have a significant role in NZs future labour force. Attention to specific educational, training and social needs is paramount!’

Who can help… Mayors Taskforce for Jobs ‘Zero waste of youth’ Vision ‘That all young people under the age of 25 should be engaged in appropriate education, training, work or positive activities in their communities’ 97% of Aotearoa’s Mayors are committed to making a positive difference for their young people… for all our sake!

The principles behind Otos success are… • ‘Local solutions for local issues’– community leadership and ownership • Employment the ultimate goal for allyouth • Stocktake of communities – Jobs, employers, assets, resources • Transitional support and pastoral care for all school leavers • Post secondary training (education) focus on work readiness and skills that employers recognise and value • Support for employers of youth and young employees • Community values their youth and celebrate their achievements

MAYORS TASKFORCE FOR JOBS – Youth to Work Strategy GOVERNANCE MODEL COMMUNITY OWNERSHIP AND LEADERSHIP Schools Training Employers YouthMSD/Agencies Others relevant to your community – e.g. MTfJ, Iwi, Faith, Sports… Adopt your Community Goal ‘That all young people under 25 years be engaged in appropriate education, training, work or positive activities in their communities’ (MTFJ) Community celebrates youth achievement(Graduation Ceremonies, Awards, Scholarships…) Stock-take Community employment opportunities for youth(Relationships…) Community supports youth employees & employers (Apprentice and Training, Pastoral and Study Support, Mentors, Subsidies…) Identify employers needs (entry skills…) Employers support employment opportunities for Community’s youth (Work Experience, Flexible, Full/Part Time, Gateway, Apprenticeships, Cadetships…) Connect with, transition and support all school leavers (YTS, Connections, Careers, Schools, Whanau…) Educate, train youth to employment needs (Schools, Techs, PTE’s, ITO’s, Apprenticeships…)

As if you enlightened people need more of the ‘why we should’… Principal Youth Court Judge Andrew Becroft 2010 says… “If you cut through the b-s, the answer to youth crime and frustration is employment…..when a young person has a job they have three things: Routine Self esteem Income And when you have them all in your life at the same time, you’re going to be okay!”

  32. So let’s not forget… ‘Before we go and criticise our young people…… just remember who raised them!’
