ILO and Persons with Disabilities - Background • Promoting equal employment opportunities for disabled persons for over 50 years through • International Labour Standards • Research on good practice • Advocacy through conferences, seminars training programmes, policy advice • Technical cooperation projects

  3. ILO Standards on Disability • Recommendation 99, 1955 • Convention 159 on Vocational Rehabilitation and Employment (Disabled Persons) 1983  Recommendation 168, 1983 • Code of Practice – Managing Disability in the Workplace, 2001

  4. Promoting disability rights • Examples from: • Technical Cooperation project ‘Promoting the Employability and Employment of Persons with Disabilities through Effective Legislation’ (PEPDEL) • Work in relation to the UN Convention on the Rights of Persons with Disabilities (CRPD)

  5. PEPDEL Project • Selected countries of Africa and Asia • Activities included: • Advocacy, building of networks through regional meetings • Support to governments in reviewing, updating existing laws or developing new disability-related laws, in consultation with stakeholders • Support to development of policies to give effect to laws • Development of legislation guidelines • Development of curriculum on disability legislation and its implementation, in collaboration with Cornell University

PEPDEL - Tools for widespread usage • Legislation Guidelines • ‘Achieving Equal Employment Opportunities for Persons with Disabilities through Legislation’ (now available in 10 languages) • Curriculum on disability legislation • Collaboration with Cornell University ensures course compliance with 3rd level accreditation requirements • Currently being pilot tested in 6 countries • Once finalized, will be available for use in any country • Memoranda of Understanding with 2 universities to date

Work relating to CRPD • ‘The Right to Decent Work of Persons with Disabilities’ • Originally prepared as contribution to the CRPD negotiation process • Now revised, updated for launch on International Day of Disabled Persons 3 Dec 2007 • 11 language versions in preparation • Gives systematic overview of international and national mesaures to promote employment opportunities • Outlines agenda for action to implement CRPD provisions on Work and Employment

  8. Work relating to CRPD • Collaboration with the Global Applied Disability Research Network on Employment and Training (GLADNET) to • Create information base specifically related to CRPD provisions on work and employment including policy documents and reports, as well as tools, checklists • Develop a ‘Frequently Asked Questions’ section for those new to disability issues, and to the CRPD. • Continuously up-date the infobase and FAQ section
