The Color of a Light is Determined by it’s Correlated Color Temperature (CCT), measured in Kelvin (K) A lot of blue light 2000K 3000k And then… 4000K Very little blue light Almost NO blue light Mostly blue light 5000K Both the American Medical Asso. (AMA) and International Dark-Sky Asso. (IDA) recommend ALL lights be LESS THAN 3000K

  15. The American Medical Association recommends that outdoor lighting be 3000K or less for health reasons, such as sleep disruption (leads to obesity, depression, diabetes, and more) and disability glare. (Unanimously approved in June 2016 by representatives of entire AMA membership)

  20. Lighting Solutions • Lights be Fully Shielded • Point Lights Downward • Only Light The Area Needed • Only Be On When Needed • Be No Brighter Than Necessary • Have a CCT of <3000K…the oranger the better

Bends Current Lighting OrdinanceFebruary 18, 2004 3.5.200 Outdoor Lighting Standards (C.1) All outdoor lighting fixtures subject to the section shall be designed as a full cut-off fixture or have a shielding method to direct light emissions down onto the site and not shine direct illumination or glare onto adjacent properties (C.2) All lighting for roadways, roadway signs, intersections, and pedestrian ways shall be designed or have opaque shielding method to direct light emissions downward and below the horizontal plane of the fixture in the permanently installed position

Update Bends current lighting ordinance the include to following: • Fully-shielded or full cutoff standard for all fixtures over 1500 lumen initial lamp output • Establish a threshold of 3000 Kelvins for the allowable correlated color temperature of all fixtures • Restrictions on total amount of unshielded lighting • A policy at address over-lighting, such as energy density caps, lumens/acre caps • A provision that clearly indicates where, when and under what circumstances new public outdoor lighting is warranted and will be permitted • A provision that clearly requires that adaptive controls and curfews be employed in all future public lighting
