  3. European Innovation Partnership (EIP) • Develop innovative & replicable technological solutions • Focus on intersection: • Bundle demand from cities and regions • Attract and involve business and banks

  4. EIP Governance • High Level Group • guide Strategic Implementation Plan (SIP) • steer implementation of priorities set out in SIP • take commitments, lead by example • Stakeholder Platform • provide input to SIP • exchange of knowledge • create partnerships

Priority areas and common challenges • Sustainable Urban Mobility Multi-modal transport planning, alternative energy carriers, smart logistics, … • Districts & Built Environment Integration of renewables, positive energy districts,… • Integrated Infrastructures Cross-sectoral infrastructures integration, repurposing, joint planning ,… Progress in the EIP's priority areas depends on operating the right common levers. Insights & Governance Funding & Finance Information & Decisions • Citizen focus participative citizen involvement from planning stage, empowerment through information… • Integrated planning & management realising systemic, holistic views in organisations, strong political leadership…. • Knowledge Sharing targeted networking , marketplaces for maximum outreach…. • Procurement joining forces for greater purchasing power, … • Financing & Business Models cross-sectorial business models, aligned with public revenue streams, pay-per-use, … • Open Data repositories with standardised data formats, apps-development , increased predictive power, privacy by design,… • Standards de-risking invests , interoperability , reducing entry barriers, …. • Baselines, Performance Indicators & Metrics measuring progress, and impact , identifying best-of-breed solutions….

Conclusions and Recommendations • Still open: • What are smart cities – are there any? • Question the notion of smart for smart's sake • Scale-up - who pays? • Who benefits – can citizens have a say? • Shouldn't cities ask more questions? • look at worst practices too • far more attention to (common ways of) measuring impacts (L.1440..!) • and understanding how real, expected benefits can accrue!
