    2.     3. We have an inside the building role and an outside the building role. Our Liaison officers are responsible to build relationships with and know their Members and staffers on the Approps Committees so that when we need to take our message to the Hill, we know who to contact. We are responsible to know the Army’s priorities and programs and provide that information to the right staffers so we get full funding. At the end of the day, it’s about fully funding the President’s budget request -- both base budget and supplementals.We have an inside the building role and an outside the building role.     5. Every year, Congress passes a Defense Authorization Bill and a Defense Appropriations Bill. This quote is from a book, later made into a movie, about Congressman Charlie Wilson, who in the1970’s was able, from his Membership on the House Appropriations Committee, to get money to the Mujahadeen in Afghanistan, providing them with the resources (shoulder fired surface-to-air capability) that ultimately led to their defeat of the Soviet Union. Very colorful – but the point is, none of those dollars was authorized, it was all under the radar appropriations that provided those dollars – highlighting the difference between Appropriations and Authorizations. * The National Defense Authorization Act (NDAA) sets priorities for the Department of Defense through legislative changes to Title 10 and establishes fundamental defense policies such as Service end strength, military pay raises, and procurement quantities. Additionally, the NDAA authorizes individual military construction projects. The Appropriations Acts establishes funds with the Treasury to carry out the programs requested by the President and approved by the Congress. In cases, such as FCS, where the NDAA reduced a program while the Appropriations Act funded at a higher level (amount appropriated is greater than the amount authorized) current DoD budget policy is to spend the amounts appropriated. Within the ARSTAF, OCLL is the liaison to the Authorization Committees HASC and SASC. We liaison with the Defense and MILCON/VA subcommittees – HAC-D, SAC-D, HAC-M, SAC-M because they produce the Defense Appropriation Bill and MILCON Appropriation each year. Another point this slide brings out is, we are concerned with the Defense and MILCON Approps, but there are other agencies. You may have heard about continuing resolutions – this year, Congress passed the Defense, MILCON/VA, and Homeland Security Appropriations bills and included them within an Omnibus continuing resolution.
