  1. Mr. Keech started at PJM in 2003 as an engineer in the Market Operations Department where he supported the day-to-day activities required to clear PJM’s energy and ancillary service markets. Mr. Keech also supported the design and clearing of the Reliability Pricing model while in this position. In 2008 he became the manager of the Real-Time Market Operations Department where he focused on the oversight and design of the energy and ancillary service markets including the design and implementation of PJM’s current shortage pricing rules. In 2010 Mr. Keech accepted a position as the manager of the Dispatch Department at PJM where he was responsible for real-time system operations in the control room and compliance with NERC standards. In 2013 Mr. Keech accepted a position as the Director of Market Operations where he is responsible for the development and execution of all of PJM’s markets. Mr. Keech has worked at PJM for nearly 12 years in both Market Operations and System Operations. Mr. Keech graduated from Rutgers University in 2002 with a bachelor’s degree in Electrical Engineering. He earned a master’s degree in Applied Statistic from West Chester University in 2013. PJM Interconnection, founded in 1927, ensures the reliability of the high-voltage electric power system serving 61 million people in all or parts of Delaware, Illinois, Indiana, Kentucky, Maryland, Michigan, New Jersey, North Carolina, Ohio, Pennsylvania, Tennessee, Virginia, West Virginia and the District of Columbia. PJM coordinates and directs the operation of the region’s transmission grid, which includes 62,556 miles of transmission lines; administers a competitive wholesale electricity market; and plans regional transmission expansion improvements to maintain grid reliability and relieve congestion.
