IMPACT ON GOVERNANCE • The process highlighted the gaps and weaknesses in information systems • In some countries it was approached as another “report” and not as an analytical tool • The process and the final document has been a “well kept secret” • Consensus is that the process of development of the Health Systems profile could potentially influence governance; however, that has not been the case to date, except in Dominica.

  3. Policies focused on the poor • Consensus that State modernization and reforms implicitly would impact on the poor and vulnerable • Poverty alleviation reforms were not driven by external forces, but by deliberate policies formulated and enacted to respond to country needs.

  4. Table # 9 • Maintain the HDI index • Specify School drop-out rate for primary and secondary education • Seek a proxy indicator for: • Child Labour • Prevalence of Depression • Difficulty in collecting information on Domestic Violence.
