  2. What is Articulation? The efficient and effective progression and transfer of students within the K-20 education system such that students may proceed toward their educational objectives as rapidly as their circumstances permit. s. 1007.01(1), F.S.

A Historical Perspective 1960s-1970s • The expansion of the community college and state university systems made articulation essential. • Several of Florida’s state universities were “upper-level only” institutions. The standard route to a baccalaureate degree went through a community college. 1971-Statewide Articulation Agreement (2+2) • Defined the AA degree as the transfer degree • Confirmed the general education transfer guarantee (est. 1959) • Established a statewide common course numbering system • Created the Articulation Coordinating Committee (ACC) to serve as a forum for discussing and coordinating ways to facilitate student transitions.

A Historical Perspective 1975 Statewide Course Numbering System (SCNS) • Florida Legislature mandated participation of all public institutions (currently 10 public universities, 28 FCS institutions, 40 career and technical education centers, and 25 nonpublic institutions) • Course equivalencies determined by faculty discipline committees • Guaranteed transfer of credit for those courses deemed equivalent across institutions (s. 1007.24, F.S.) • Transfer credit must satisfy institutional requirements in the same manner as native students

A Historical Perspective 1995 – Time to Degree Legislation (SB 2330) • Created Degree Length Requirements (60/120 hours) • Limited general education requirement to 36-hours (5 subject areas) • Mandated Common Prerequisites for baccalaureate degree programs • Provided for Course Leveling (upper vs. lower) • Initiated planning for single, computer-assisted student advising and degree audit system (FACTS.org)

A Historical Perspective 1998 • Associate in Science program articulation to baccalaureate programs • Career Ladder Agreements • Interdisciplinary Capstone Agreements • Nationally accredited institution participation on the SCNS • 21 nationally accredited private institutions currently participate (14 for-profit, 7 non-profit) • 2,576 courses

Governance 2001 • Legislature abolished sector boards and created single State Board of Education – responsible for oversight of K-20 education 2002 • Constitutional amendment passed creating the Florida Board of Governors to oversee state universities (community colleges remained under the oversight of the State Board of Education) 2005 • SBE and BOG adopted parallel rules/regulations reaffirming a commitment to the 2+2 articulation system 2010 • Higher Education Coordinating Council created in statute to advise State Board of Education, Board of Governors, and Legislature

  9. Fall 2009 Upper-Division SUS Enrollment by Type of Student FTIC = First Time in College 66,275 out of 152,721 students enrolled in upper-division undergraduate programs in the SUS were Florida College System transfers.

  10. Fall 2009 FCS Transfers Enrolled in Upper-Division Programs in the SUS N = 66,275 Not all Florida College System transfers complete an associate’s degree prior to transfer into the SUS, but current budget pressures are now resulting in tighter restrictions.

  11. In 2008-09, 37% of SUS Bachelor’s Degree Recipients were FCS Transfers N = 50,896

FL Policies/Infrastructure that Facilitate Seamless Articulation • Statewide Course Numbering System (SCNS) • Over 106,000 active postsecondary courses • About 9,000 course transactions per year • Florida Automated System for Transfer of Electronic Records (FASTER) • Expedites the transfer of records between all public education sectors (Est. 1989-90) • Processed a total of 4,277,765 transcripts in 2009-10

FL Policies/Infrastructure that Facilitate Seamless Articulation FACTS.org – Florida Academic Counseling and Tracking for Students In 2009-10 FACTS.org: • Performed 381,395 student-requested degree audits to determine those courses required for a degree • Completed 167,869 2+2 transfer evaluations – providing students with specific degree and transfer course requirements • Assisted nearly 1 million middle and high school students transition into postsecondary education through the ePersonal Education Planner (ePEP) • Served as the central repository for statewide articulation policy documents

FL Policies/Infrastructure that Facilitate Seamless Articulation Articulation Coordinating Committee • K-20 Cross-sector Advisory Council (appointed by Commissioner of Education) • Currently established in SBE Rule/BOG Regulation (previously in statute) • Only existing K-20 forum for discussing and coordinating efforts to help students easily transition between and among institutions and from one level of education to the next

ACC - Primary Functions/Responsibilities • Approve and Publish Common Prerequisites Across Baccalaureate Program Areas • Approve Residency Guidelines (for Tuition Purposes) • Monitor and Promote Acceleration Mechanisms • ACC Credit-By-Exam Equivalency List (AP, IB, AICE, CLEP) • Dual Enrollment Course-High School Subject Area Equivalency List • Facilitate the Development of Statewide Articulation Agreements • Gold Standard Career Pathways – Industry Certification • PSAV to AAS/AS • AS to Baccalaureate • Traditional 2+2 (AA to Baccalaureate) • Recommend Articulation Policy Changes to the State Board of Education and the Board of Governors

Ongoing Issues Related to Successful Credit Transfer • Progression from one certificate/degree level to another • Development of appropriate pathways • Movement between public/private institutions • Course Equivalencies (SCNS) • Advising • Effective communication of statewide articulation policies to ALL students & practitioners • Adoption of new 2+2 Agreement
