The EESSI Establishment • EESSI established Jan. 1999 in execution of the EC Mandate addressed to ICT SB for the delivery of “a set of industry specifications that will facilitate a consistent implementation of Directive 1999/93/EC” • The three major EESSI principles: • Effective involvement of all stakeholders • Openness and transparency in the execution • Encouragement for global, internationally accepted solutions

Objectives of the EESSI • To propose to member States a set of specifications that meet the essential requirements of the Directive • To contribute to the development of an open and competitive market for trustworthy services through the promotion of interoperability • An approach founded on co-operation at international level

  4. EESSI Process • Analyse needs for standards in support of minimum essential legal requirements as stated by the Directive • Assess available standards and current initiatives at national, European and international levels • Set up and implement a Programme of Work, built on international co-operation

  5. EESSI Organisation • Steering Committee • Standard Bodies and Consensus Bodies involved in standardisation: CEN, ETSI, ISO, ECBS, EEMA, EURESCOM • Market Players: Telefonica, Belgacom, BT, Bull, Globalsign, Smarttrust, Telia, Utimaco • Public Authorities and Consumers Rep’s: BSI (D), PRC (FIN), AIPA (I), DSTI (F), ECP.NL (NL), ANEC • Commission as observer: DG Enterprise, DG Information Society, DG Internal Market • Open WGs with assistance of CEN/ISSS and ETSI TC Security

Does EESSI meet its objectives ? • Yes, through • quality specifications embodying a genuine response to the requirements of the Directive • its open stance and international recognition of its activity • its permanent concern to promote interoperability • Not yet • EESSI has focused on the essential requirements set out in the Directive: more checking necessary against real market situations
