EULIS welcomes you • Welcome to 2009 EULIS Conference • Austria, Sweden, Finland, England & Wales, Ireland, Iceland, Scotland, The Netherlands, Belgium, Spain, Estonia, Latvia, Lithuania, Malta, Italy – province of Trento, Italy – province of Bozen (South Tirol), Cyprus, Germany, Hungary, Poland. • 18 member/candidate states present.

  3. EULIS service EULIS offers direct, easy, on-screen access into member land registers and reference information across Europe.

Summary of 2009 External environment • Credit crisis caused recession in many European states • Cross border lending dried up, but concept remains strong • New emphasis on Governance and Regulation • DG Internal market focus shifted from facilitating cross border lending to responsible lending policy • e-Justice becoming a reality – development of the European e-Justice Portal

Summary of 2009 External environment • Different zones in Europe experienced varying levels of the credit crunch • Reduction in lending, slow up of the property market therefore LR income levels dropped • Land registry organisations heavily affected • Budget constraints, cutting staff levels, seeking efficiencies

  6. Impact of the credit crisis on EULIS • The concept of EULIS remains relevant • Stakeholder support is strong • Increasing interest • Crisis presents challenges to the original business model • New types of customers using the service • Investigative agencies and government departments

Summary of 2009 Internal environment • Austria went live • New website launched – 1,000 unique visitors per month • Country profiles launched – Spain, Estonia, Belgium, Czech Republic, Estonia, Latvia, Serbia, Slovak Republic, Slovenia • As well as enquiries and discussions with Portugal...... • Strong internal organisation and continued support from ELRA (European Land Registry Association), EMF (European Mortgage Federation), EuroGeographics • Additional discussions and sharing knowledge with EBR • MoU signed with EuroGeographics • Letters sent to all European LRs and MoJs • Finalists in eGovernment awards • Achieved Good Practice Label in eGovernment awards • EEIG preparations completed

  8. Summary of 2009 Internal environment • Budget cuts in Land Registries made it more difficult for potential joiners • Norway resigned due to new organisational mandate • Iceland temporarily suspended active participation

EULIS response • EULIS responded by re-thinking its strategy: Working Party established by EULIS board • Re-aligned EULIS strategy: • to support EU policies in a practical way (service and information provision) • to achieve this strategy an increased European participation is required • to deliver the next generation of EULIS services. • European e-Justice portal introduction • Bid for Civil Justice programme funding: • Project LINE : Land INformation for Europe (LINE) • Support of EC for EULIS in European e-Justice Portal developments

European e-Justice Portal and EULIS co-operation quote EULIS is co-operating with the Council e-Justice Working Party and the European Commission (DG Justice and Home Affairs) on the development of the European e-Justice portal. EULIS will be the solution for providing land registry information throughout Europe (direct register access and contact information). In line with the Council's European e-Justice Action Plan, by the end of 2009, a link to EULIS will be established on the European e-Justice portal. In the meantime, the Council e-Justice Working Party, the European Commission and EULIS are continuing the process of reflecting on the possibility for partial integration of EULIS into the Portal. The expertise of the land registry organisations involved in EULIS will further develop a service to the benefit of all users of land and property information in Europe.
