  4. DECISION FACTORS FOR NUCLEAR POWER : Energy mix Diversification of sources' supply for a better energetic independence. In 2007, about 85% of the produced electric energy came from natural gas. Electricity production by resource / fuel type STATUS of INP in TUNISIA

  5. DECISION FACTORS FOR NUCLEAR POWER : fossil fuel deficit National production of fossil fuel islimited and will be in deficit from 2015 (for a pessimistic scenario without considering eventually the discoveries of new fields). STATUS of INP in TUNISIA

Plans and scenarios The optimization study was carried out with WASP model, shows the following preliminary scenario: • 400 MW combined cycle from 2011 to 2022 • First 1000 MW NPP by 2023 • First 600 MW units of coal production from 2024 to 2029 • Second 1000 MW NPP by 2030. • Gradual downgrading of thermal The total installed capacity will be 11.8 GW by the 2031 for a foreseen total demand of about 48,3 TWh, production of 54,3 TWh and a peak of approximately 9.7 GW. Local industryintegrationand job creation • The nuclear option introduction is seen as a favorable opportunity to develop the country‘s industry, enhance the industrial activities and boost theier quality aspects. • STEG had established, since 1970’s, industrial subsidiaries (SACEM, SIAME, STE) which had been afterward privatized. • For large STEG thermal power projects, the use of local subcontractors have been always highly encouraged and positively quoted in the bid evaluation. Government Commitment On November 03rd 2006, the President of the Republic commanded the state owned Electricity Utility (STEG) to conduct the preliminary studies for an NPP introduction in collaboration with the Ministry of Higher Education, Scientific Research and Technology (in charge of the nuclear applications promotion.) NATIONAL STRATEGIC ACTION PLAN • THE STRATEGIC ACTION PLAN (SAP) WAS ELABORATED following THE 19 AGENCY MILESTONES (NG-G.3.1) TO DETERMINE OUR TARGETS AND OBJECTIVES TO ACHIEVE OUR GOAL • THE SAP DEFINES ALSO THE RESPONSIBILITIES OF DIFFERENT ACTORS FOR EACH OBJECTIVE TO BE REALIZED AND THE PERFORMANCE INDICATOR FOR IT. STATUS of INP in TUNISIA

NATIONAL STRATEGIC ACTION PLAN • SEVERAL INTERRELATED ACTIVITIES CONSIDERED IN 3 MAJOR PHASES • CONSIDERATIONS BEFORE A DECISION TO LAUNCH A NPP PROGRAM ARE TAKEN • PREPARATION WORK FOR THE CONSTRUCTION OF A NPP AFTER A POLICY DECISION HAS BEEN MADE • ACTVITIES TO IMPLEMENT THE FIRST NPP STATUS of INP in TUNISIA

  11. NATIONAL STRATEGIC ACTION PLAN AT THE END OF EACH PHASE : 3 MILESSTONES 1. READY TO MAKE A KNOWLEDGEABLE COMMITMENT TO A NUCLEAR PROGRAMME 2. READY TO INVITE BIDS FOR THE FIRST NPP 3. READY TO COMMISSION AND OPERATE THE FIRST NPP STATUS of INP in TUNISIA

NATIONAL STRATEGIC ACTION PLAN THE SAP ALLOWS UNDERSTANDING THE NEED FOR DEVELOPMENT AND ESTABLISHMENT THE OTHERS ASPECTS: • HUMAN RESSOURCES DEVELOPMENT; • COMMUNICATION PLAN WITH STAKEHOLDERS; • FUEL CYCLE STRATEGY (PROCUREMENT POLICY, DISPOSAL ...); • NUCLEAR MATERIAL MANAGEMENT PLAN, etc… THE SAP HAS BEEN REVIEWED AND VALIDATED BY IAEA ON APRIL 2009 FOR PHASE 1 STATUS of INP in TUNISIA

APPROACH and PLANNING (PRE-) FEASABILITY STUDY: • SEVERAL ACTIVITIES ACHIEVED BY THE STEG PROJECT TEAM: • ECONOMIC STUDY, • FINANCIAL ASPECTS, • ELECTRIC SUPPLY NETWORK, etc … • ENERGY PLANNING IN COLLABORATION WITH THE IAEA AND INTERNATIONAL EXPERTS. • THE NATIONAL PRELIMINARY ENERGY LANNING PROGRAMME WILL BE ESTABLISHED AND FINALIZED ON JUNE 2010 TAKING INTO CONSIDERATION THE RENEWABLE ENERGIES UTILISATION AS INPUT FOR THE NATIONAL ENERGY MIX. STATUS of INP in TUNISIA

APPROACH and PLANNING • REALISATION OF ACTIVITIES BY NATIONAL INSTITUTIONS (CNSTN, CNRP, ANME, INM, …) AND ENGINEERING DEPARTMENTS IN COLLABORATION WITH FOREIGN COUNTRIES: A- PARTICIPATION OF NATIONAL INDUSTRIAL SECTOR TO THE NPP PROJECT IMPLEMENTATION, SECURITY, SAFETY AND PHYSICAL PROTECTION, etc B- SITES STUDIES: UNDER THE PHASE 1 OF NPP TWO CANDIDATE SITES HAVE BEEN SELECTED AND APPROVED BY AUTHORITIES AMONG ABOUT 19 INITIALY IDENTIFIED. STATUS of INP in TUNISIA

APPROACH and PLANNING • THESE STUDIES ARE BEEING CARRIED OUT BY NATIONAL SPECILIZED ORGANISATION (CNSTN, CNRP, ANME, INM, …) AND ENGINEERING FIRMS, WITH FOREIGN ASSISTANCE • THE MAJORITY OF THE ACTIVITIES OF THE TWO SITE EVALUATION STUDY ARE PERFORMED BY THE STEG’s TEAM AND NATIONAL INSTITUTIONS (CNSTN, CNRP, ANME, INM, …) IN THIS CONTEXTE THE STEG’s TEAM WILL GET INTERNATIONAL ASSISTANCE FROM FOREIGN FIRMS (AFNI,…) UNDER A BILATERAL AGREEMENT .   16. APPROACH and PLANNING • REALISATION OF ACTIVITIES BY INTERNATIONAL SPECILIZED ENGINEERING COMPANIES - FUEL CYCLE AND RADIOACTIVE WASTE MANAGEMENT, • REACTOR TECHNOLOGY SELECTION, • NPP CONSTRUCTION SCHEDULE, • INVITATION OF TENDER. STATUS of INP in TUNISIA

APPROACH and PLANNING • SITE - RISKS OF FLOODS, • INDUCED HUMAN ACTIVITIES ASSESMENT, • INFRASTRUCTURE, • CONSTRUCTION MATERIAL • ASSESMENT OF ENVIRONMENTAL IMPACTS, THE FOREINS FIRMS WILL UNDERTAKE THE OVERALL OF THE SITE STUDIES RESPONSIBILITY USING THE DATA COLLECTED BY ALL INVOLVED BODIES IN VIEW TO FINALIZE THE SITE SELECTION PROCESS. HUMAN RESSOURCES DEVELOPMENT PROGRAM THE TUNISIAN APPROACH FOR HRD HAD DEFINED THE FOLLOWING OBJECTIVES WHICH SHOULD BE ACHIEVED FOR RELIABLE SUPPLY OF COMPETENT WORKFORCE: • Ensure needed competence, • Organize work activities, • Anticipate human resources needs, • Monitor and continually improve performance STATUS of INP in TUNISIA

HUMAN RESSOURCES DEVELOPMENT PROGRAM • INTEGRATING THE ASSESMENT OF SKILLS AND COMPETENCES NEEDED THROUGHOUT THE PROJECT LIFE OF THE PLANNED NPP. • HR DEVELOPMENT STRATEGIC PLAN –TAKING INTO ACCOUNT ALL ORGANIZATIONS INVOLVED AND THE ENTIRE NPP PROJECT • THIS PLAN SHOWS THE STRATEGY TO TIMELY FILL THE NEED OF SKILLS FOR EACH PHASE OF THE PROJECT, INCLUDING THE TRAINING AND THE FOREIGN ASSISTANCE PROGRAM. HUMAN RESSOURCES DEVELOPMENT PROGRAM • PREPARATION OF THE DECISION 2008-2012: Training programme for 10 engineers per year in collaboration with foreign Institutions, • INVITATION TO TENDER AND CONSTRUCTION 2013-2022:Training of 50 engineers per year at national institutions • TWO NATIONAL EDUCATION PROGRAMME FOR MASTER DEGREE IN NUCLEAR ENERGY AND ENERGY PLANIFICATION ARE PLANNED FOR THE NEXT ACADEMIC YEAR (2010-2012) STATUS of INP in TUNISIA

  21. STATUS OF OF THE NATIONAL NUCLEAR POWER INFRASTRUCTURE • TO BUILD THE NATIONAL NUCLEAR POWER INFRASTRUCTURE WE NEED THREE MAIN ACTORS: • DECISION MAKERS (Government /Utility) • TECHNOLOGY HOLDERS (Research Centers,Institutions, Industry) • INTERNATIONAL COOPERATION STATUS of INP in TUNISIA

STATUS OF OF THE NATIONAL NUCLEAR POWER INFRASTRUCTURE IN PARALLEL WITH TECHNICO-ECONOMIC STUDY OF PHASE1, THE LEGILATIF AND INSTITUTIONAL FRAMEWORK WAS PERFORMED BY A NATIONAL LEGISLATIF GROUP WORKING UNDER THE AUSPICES OF The National Atomic Energy Commission. THE LEGISLATIF GROUP HAD ACHIEVED THE FOLLOWING TEXTES: • THE NATIONAL NUCLEAR LOW in 2009, includingcreation of a National Agency for Radioactive Waste and Spent fuel Management • THE LOW FOR CREATING THE National Nuclear Energy Agency (NNEA) • THE LOW FOR CREATING THE National Nuclear Safety Agency (NNSA- Regulatory Body) • THE NNEA AND NNSA SHOULD BE EFFECTIVE THIS YEAR 2010 STATUS of INP in TUNISIA

  23. KEY DATES • ACHIEVEMENT OF FEASIBILITY STUDY:2012 • SUPPLYER SELECTION AND CONTRACT AWARD:2015 • ENTRY IN FORCE OF CONTRACT :Beginning 2016 • POURING THE FIRST STRUCTURE CONCRETE: Beginning 2017 • NPP COMMISSIONNG: 2023 STATUS of INP in TUNISIA

CONCLUSION. • EMBARKING ON A NUCLEAR POWER PROGRAME REQUIRES LONG TERM COMMITMENTS AND ADEQUATE NUCLEAR INSTRASTRUCTURE WITH AN EFFECTIVE AND INDEPENDENT Regulatory Body TO SUPPORT IT, WHICH TUNISIA IS UNDERTAKING • ALTHOUGH GENERAL GUIDANCE AND CONSIDERATIONS ARE DERIVED FROM INTERNATIONAL “TOOLS” (IAEA Guides, EUR, URD,), TUNISIA IS ESTABLISHING ITS OWN REQUIREMENTS WITH RESPECT TO ITS NATIONAL STRATEGY AND CHARACTERISTICS WITH REALISTIC VISION ABOUT NUCLEAR TECHNOLOGY AVAILABLE FOR LONG TERM PROJECT.
