E-Gov Principles We’ll Be Using • The contractor owns his/their data, i.e., the information and numbers they create. • The government does NOT own the contractor’s data. • The government owns the contract number, i.e., the PRIME contract number because it is created by us. We have it in FPDS-NG for use in all our applications. • We don’t need to ask the contractor for it.

E-Gov Principles We’ll Be Using • This hierarchy in eSRS must be completely built based on access needed to data. • Agency Coordinators must think in very broad terms about who needs access to their agency data and to what depth, width, and purpose. • There is no reason to limit or design access using the standard old “organization chart”. That is not the model to be followed. • For example: If the Defense Contract Management Agency needs access to all the service contracts, then consider placing them at one level above the access that the AF, Army, or Navy OSDBU has.

NEW WAY TO ADD VALUE • Small Business Specialists, SADBUs, or Small Business Managers will have a new job… • They will be out of the business of receiving paper forms. • They will now be in the business of assisting large business Small Business Liaison Officers (SBLOs) in completing their reports AND improving the results for goals not met.

  4. eSRS Work Flow RFP received with a sub-contracting plan The number of data elements about any given contract that go into eSRS The contractor’s Small Business Liaison Officer (SBLO) does their input online FPDS-NG Small Business Specialists or SADBU included in proposal evaluation Award Made by the Contracting Officer Contracting Officer gives data element 11B, C & D affirmatives eSRS 39 The Govt employee inteface will accommodate PCO’s, ACO’s, SADBUs, SBS’s, OSDBUs, Executives, IG, OGC So they know there is a new contract coming
