  1. Smart Metering Consequential Changes • Potential data requirements for the implementation of the DECC Smart Metering Implementation Plan • Joanna Ferguson • UNC Distribution Workgroup – 22 December 2011

  2. DECC BPDG Output • Background • The DECC Programme Business Process Design Group (BPDG) has been compiling data flows and processes to facilitate the tendering for the Data Communications Company (DCC). • Attendees of the group included: • Energy Networks Association (GDNs) • Central system provider (Xoserve) • Gas and electricity suppliers (ERA and ICoSS) • Ofgem

  3. DECC BPDG Output (2) • Requirements • The BPDG have produced a paper identifying potential impacts on legacy systems and the changes that would be required in the enduring DCC environment. • The group identified existing data items that would be required by the DCC together with new data items that will need to be stored in the central supply point register.

  4. DECC BPDG Output (3) • Existing Data Items • Meter Point Reference Number (MPRN) • Supplier ID • Effective from Settlement date • MAM ID • Effective from date • Disconnection date • Meter Point Address (where no UPRN is present) • Meter Point Postcode (where no UPRN is present)

  5. DECC BPDG Output (4) • Existing Data Items (2) • Meter Point Reference Number (MPRN) • Supplier ID • Effective from date • MAM ID • Effective from date • Disconnection date • Meter Point Address (where no UPRN is present) • Meter Point Postcode (where no UPRN is present)

  6. DECC BPDG Output (5) • Existing Data Items (3) • Supplier Effective from date UK Link purpose is for gas Shipper settlement, therefore Supplier effective from date is not currently held. • MAM ID and MAM Effective from date MAM effective from date field on K08 file, but not mandatory and often not populated. SPAA have identified issues with total population of MAM ID with approximately 1.5% unpopulated.

  7. DECC BPDG Output (6) • New Data Items • Smart Metering System (SMS) Operating Entity • SMS Operating Entity effective from date • DCC Service Flag • DCC Service Flag EFD • Meter type • In Home Display (IHD) Install status • IHD Install status EFD • UPRN

  8. DECC BPDG Output (7) • Next Steps • System changes to UK Link DNs and Xoserve to explore system impacts and bring results back to industry workgroups • Obligations to populate new fields Once system impacts are identified, raise UNC and SPAA Modifications to mandate file format changes Raise UNC and SPAA Modifications to mandate population of relevant fields

  9. DECC BPDG Output • Questions?
