Elements of New Framework • Three Platforms • Independent funding of platforms • Overseen by Facility Boards • Advisory Panels • Proposal Evaluation, Site Characterization, Safety/Environment • Available for all Platform Providers • Support Office • Proposal processing, logistics support for panels, website • IODP Forum • International body for monitoring/advising Platform Providers

Platform Provider Management • Independent funding for each platform • National/Consortia funding • Yearly subscription • Project-by-project participation • Platforms overseen by Facility Boards • Includes Scientists, Funding agencies, Operator • Yearly Scheduling, Long-term planning • Policies and Procedures of Facility • Core Archives • Core distributed according to current IODP guidelines • Three main repositories : Gulf Coast Repository, Bremen, Kochi Core Center • Platform Providers responsible for Pubs, Engdev, Data mgmt, etc

Advisory Panels • Three Panels • Proposal Evaluation Panel (PEP) • Site Characterization Panel (SCP) • Environmental Assessment Protection and Safety Panel (EPSP) • Available for use by any Platform Provider • Internationally Staffed • Membership quotas determined by contributions to JR Consortium • Members selected by Program Member Offices • Proposals from PEP forwarded directly to Facility Board(s) • SIPCOM disappears after FY2013 • SIPCOM duties move to IODP Forum and Facility Boards

Support Office • Small office • ~ 5 people • Funded by JOIDES Resolution Consortium • Primary Functions: • Support of Advisory Panels • Proposal handling (drilling and workshop proposals) • Meeting logistics for Advisory Panels, Forum, JR Facility Board • Site Survey Data Bank • Maintain IODP Website • 5-Year Cooperative Agreement

IODP Forum • Venue for all IODP entities to meet yearly • Primary functions • Monitor science plan delivery • Provide advice on Platform Provider activity • Participants • Active community scientists • Funding agencies • Operators • Program Member Office representatives • Chaired by well-recognized scientist • Chair: Keir Becker • Support of chair provided by home country • Terms of Reference developed by SIPCOM, approved by IWG+

Fundamentals of new Program • The Science Plan is the guiding scientific document • Proposals can be submitted for any platform • Internationally-staffed Advisory Panels • Scientific community heavily involved in scheduling and long-term planning for all platforms • Program member offices nominate scientists for platform berths and Advisory Panels
