  2. AFS & AIR OVERALL PERFORMANCE TARGET • Reduce serious injuries from turbulence accidents by 33% by FY 2008 (from the FY 1996-2000 average of 18 serious injuries per year to no more than 12). FAA Flight Plan 2004-2008Certification Objectives • STRATEGY - Develop and Evaluate new technologies that lesson the impact of turbulence and other weather-related issues • INITIATIVE – Continue to evaluate new airborne weather radar and other technologies

FY-04 Certification Objectives Near Term • Working Group should gain consensus on an intended function for ATDS in order to show compliance to CFR 25.1301 • Supported by the state of the art and technology readiness • Consider both current and future technology • Avoid being technology specific

  6. FY-04 Certification ObjectivesIntended Function Considerations • Situational Awareness • Display of “Better” magenta? • Display and Alert? • Flight crew warns Cabin crew? • Flight crew warns Cabin crew and uses display to maneuver the aircraft? • Different Categories?

New TSO Published sometime 2005 TSO FY-04 Certification Objectives Near Term Certification Policy and Procedures • Working Group should develop a Minimum Performance Standard (MPS) for ATDS • Each Category could have its own safety assurance objectives • A New TSO for Weather Radar ATDS/PWS • Working Group MPS could be coupled with RTCA DO-220 Weather Radar PWS and referenced by a New TSO • Complete Draft of MPS for WXR ATDS by end of FY-2004, Early FY-2005

Include operational concepts and limitations for Flight Crews - Airplane Flight and Operations Manuals • Include any Cabin Crew Procedural requirements • Include any continued airworthiness requirements, i.e. Radome Characteristics FY-04 Certification Objectives Near Term Certification Policy and Procedures • Additional Steps during TSO development • Develop an generic issue paper to standardize and document first TC/ATC/STC certifications to draft MPS
