  1. The most important decisions of WRC-12 and their impact on the development of mobile services (Agenda Item 1.17) Péter Vári Director for Frequency and Identifier Management

  2. WRC-12 Over 3000 participants, representing 165 out of ITU’s 193 Member States attended the four-week Conference. Unpredented number of proposals (more than 1700) 153 countries signed treaty governing spectrum and satellite orbit WRC-12 addressed some 30 agenda items related to frequency allocation and frequency sharing for the efficient use of spectrum and orbital resources. Thus ensuring high quality radiocommunication services for mobile and satellite communications, maritime and aeronautical transport as well as for scientific purposes related to the environment, meteorology and climatology, disaster prediction, mitigation and relief. Conference was a resounding success, having achieved consensus on all technical matters as well as on other, more difficult issues.

Key WRC-12 highlights • Increase efficiency in the use of the spectrum/orbit resource: • clarification of the notion of bringing into use, • BR initiate enquiries to administrations to provide information on the movement of satellites. Improved due diligence information, • to foster the long term access and development of the Broadcasting Satellite Service (BSS) in the 21,4-22 GHz band • improved the satellite coordination by reducing the coordination arc in parts of the most congested spectrum • Early warning, disaster mitigation and relief operations: • WRC-12 addressed the application of new technologies, such as IMT and intelligent transport systems (ITS) • continue studying aspects of radiocommunications and ICT that are relevant to early warning, disaster mitigation and relief operations • encouraged administrations to consider using identified frequency bands when undertaking their national planning for the purposes of achieving regionally harmonized frequency bands or ranges for advanced public protection and disaster relief solutions.

Key WRC-12 highlights • Oceanographic radars : get support (40 MHz band) • Maritime services: • New provisions in the Radio Regulations to improve satellite detection of automatic information systems using VHF channels. • The conference considered the use of new technologies in the maritime service (defines the channel numbering for maritime VHF communications based on 25 kHz channel spacing as well as where digital technologies could be deployed). • Aeronautical mobile (route) service • The allocation of the frequency band 960−1164 MHz to the aeronautical mobile (route) service is intended to support the introduction of applications and concepts in air traffic management • Meteorological-satellite service gets more bandwidth: • WRC-12 allocated additional spectrum to the meteorological-satellite service.

Resolution COM 5/10 • Use of the frequency band 694-790 MHz by the mobile, except aeronautical mobile, service in Region 1 and related studies • Resolves: • - to allocate the frequency band 694-790 MHz in Region 1 to the mobile, except aeronautical mobile, service on a co-primary basis with other services, • thisallocation is effective immediately after WRC‑15, • use of the allocation issubject to agreement obtained under No. 9.21 with respect to the aeronautical radionavigation service in countries listed in No. 5.312; • that the lower edge of the allocation is subject to refinement at WRC‑15, • that WRC‑15 will specify the technical and regulatory conditions applicable to the mobile service allocation • Invites ITU-R to study: • - Spectrum requirement mobil broadcasting (lower edge), • Challenging arrengements (harmonization, compatiblilty)

Resolution 749 (Rev.WRC-12) • Use of the band 790-862 MHz in countries of Region 1 and the Islamic Republic of Iran by mobile applications and by other services • Resolves: • Seekagreementunder No. 9.21 withrespecttotheaeronauticalradionavigation service inthecountriesmentionedin No. 5.312 of theRadioRegulations; • Coordination: • a) protection of thebroadcasting: mobil withbandwidth 25 kHz • b) sharingstudies (Annex1: Criteriaforaeronauticalradionavigation service) • Adjacentchannelinterference: mutuallyagreedcriteriaor ITU-R BT Rec. • Furtherstudy (Res.224)

  8. CPM-12 decision • Administrative Circular CA/201. (Annex10) • Establishment of Joint Task Group 4-5-6-7 • Agenda item 1.1 • “to consider additional spectrum allocations to the mobile service on a primary basis and identification of additional frequency bands for International Mobile Telecommunications (IMT) and related regulatory provisions, to facilitate the development of terrestrial mobile broadband applications, in accordance with Resolution 233 [COM6/8] (WRC‑12)”; • Agenda item 1.2 • „to examine the results of ITU‑R studies, in accordance with Resolution 232 [COM5/10] (WRC‑12), on the use of the frequency band 694-790 MHz by the mobile, except aeronautical mobile, service in Region 1 and take the appropriate measures” • ;

  9. Tasks of JTG 4-5-6-7 • development of draft CPM text under WRC‑15 Agenda items 1.1 and 1.2 and that it will submit such text directly to the CPM-15, • to consider the results of studies from Working Party 5D on the spectrum requirements for the mobile serviceas well as results of studies from any concerned Working Parties, • maximum use of modern means of communication, including remote participation to the extent practicable, • conduct its work as a self-sufficient group , • technical and operational characteristics and protection requirements from the concerned Working Parties, as well as spectrum requirements from Working Parties 5D and 6A are to be submitted to the JTG before 31 December 2012; • technical and operational characteristics, protection requirements and information on current and planned use from the concerned Working Parties, as well as spectrum requirements from the Working Parties 5A and 5D are to be submitted to the JTG preferably by 31 July 2013; • that JTG 4-5-6-7 conducts, with urgency, its studies in accordance with Resolution 232 [COM5/10] (WRC‑12).
