  11. In 1991-92, Orlo went to Washington, D.C. to serve as an Administrative Fellow on Senator Paul Simon’s staff to assist with the Reauthorization of the Higher Education Act. Senator Paul Simon (IL) and Senator Dave Durenberger (MN) were the Senate sponsors of the legislation that created the Direct Loan Program. Later, college students scored a true victory, as the Direct Student Loan Program emerged from the proceedings without any limits on who can participate in the program.
