  2. EU dairy policies and market trends (1) • 1960s – Milk production was strongly supported • guaranteed minimum prices for milk • Distorted international trade in dairy products • 1984 – set of production limits and introduce a milk quota system

EU dairy policies and market trends (2) • 1990 –guaranteed EU prices and support to the dairy sector reduced • 2003 – reducing significantly guaranteed prices of butter and skimmed milk powder • Granting farmers direct income payments • 2008 – Health Check decisions: further reduction of market price support • Export support is eliminated

Trends in the dairy sector in EU-15 member states • 1980s– smaller farmers had major difficulties in complying with the requirements set by the industry • 1980-2007 – Number of dairy farmers decreased by around 80% (Italy, France, Denmark) • Average number of cows per farm has been increasing from 10-30 to 30-50 in most ‘old’ EU members states • Cow herd declined while yields per cow increased

  6. Structural developments in the EU dairy industry • Process of concentration and consolidation • mid-1970s till 1997 – the number of dairy factories decreased from 7,500 to 3,500 • 2003 – 40 dairy companies processed two-thirds of the raw milk produced in the EU-15

  7. EU dairy industry • Sweden – Arla processes 93% of the raw milk production • Netherlands – two biggest dairies account for around 80% of the country’s milk production • Ireland – three big players dominate the dairy market

Primary dairy sector in Serbia • Major milk producers – family farms and commercial farms both private and state-owned • Share of agricultural enterprises and agricultural cooperatives in the total milk production has been declining (from 11% in 1990 to about 8% in 2006) • Average head per farm is 2.7 cows • Average size of the dairy farms like in Bulgaria, Lithuania and Romania

Processing industry in Serbia • Milk processing in Serbia – about 20 bigger (industrial) dairy plants and 230 small and medium dairy plants • Total milk volume processed is about 800 million litres (approx. 52% of the total production) • One dairy plant of this Group – Imlek -Beograd – processes by far most of produces milk

Performance of the dairy industry in Serbia • Serbia’s dairy industry has shown a strong increase of sales in the domestic market since 2000 • Import of dairy products (fresh dairy products and cheese) is estimated to be around 5% of total consumption which is relatively low • Serbia’s exports of dairy products are increasing, especially since Montenegro became an export market in 2006

Conclusions • EU dairy policy regime has become much more market oriented • Total demand for dairy products in the EU is rather stagnant, though there is still scope for increase in demand for processed products • Dairy supply chain is in a process of continuously restructuring and consolidation, both at primary and industry level
