  4. Strategies to realise the vision and achieve the goals 1. Improving knowledge base and awareness levels of farmers through extension services. 2. Improving crop production and productivity by adoption of modern farming practices. 3. Strengthening infrastructure facilities.

Northern Hills • Promotion of maize, pulses (moong, urd) & oilseeds (niger), hybrid paddy • Promotion of tuber crops. • Horticultural crops. • Promotion of hybrid paddy. • Promotion of maize, arhar, oilseeds (soybean, sunflower). • Promotion of papaya, banana & other horticultural crops. Adoption of regionally differentiated strategies for enhancing crop production & productivity • Recommended package of practices prepared in consultation with State Agricultural University will be adopted. • Input (Seed and fertilizer etc) Transportation Plan is ready with respect to Monsoon pattern in different Agro-Climatic Zones. • Hybrid Paddy will be promoted in suitable areas for enhancing productivity levels.

  10. Strategies (Contd…) 4. Seed distribution target of 1.06 lakh quintals has been kept for kharif 2006 which is 54% higher than last year’s distribution. 5. Fertilizer distribution target for Kharif 2006 is 7.49 lakh tonnes which is 16% higher than last year. 6. Emphasis on Zinc sulphate application in deficient soils.

  11. Strategies (Contd…) 7. Short duration erect pulse crops (Moong, Urd etc.) are to be promoted as intercrops with sugarcane and other crops. 8. Cultivation of arhar on paddy bunds will be promoted. 9. Emphasis on seed treatment with crop specific rhizobium culture.

  12. Strategies (Contd…) 10. Convergence of oilseeds production programme with watershed development programme. 11. Promotion of Micro-irrigation System and Plasticulture. 12. Promotion of Farm mechanization (Tillage and inter-culture operations).

  13. 2. Timely availability of quality inputs & adoption of modern farming facilities. SEED • 5-year Seed Plan has been prepared in consultation with SAU and submitted to Seeds Division, MOA, GOI. • Seed Replacement Rate in the State • Efforts will be intensified to improve SRR.

Timely availability of quality inputs (Contd..) • Breeder seed requirement for next 3 years communicated to GOI. • Requirement of certified seeds finalized and submitted at Zonal Seed Conference in New Delhi held on 13-14 February, 2006. • Special emphasis will be on strict quality control to prevent sale of spurious seeds.

NUTRIENT • Fertilizer distribution plan of 7.49 lakh MT finalized and submitted at Zonal Conference. • Efforts will be intensified for balanced use of nutrients. • Promotion of Organic farming in areas with low- fertilizers consumption by encouraging more organic and bio-fertilizers. • As per GOI guidelines, compulsory ISI certification has been introduced in the state for bio-fertilizer quality control.

PEST MANAGEMENT • Requirement of pesticides & bio-pesticides finalized and submitted at Zonal Conference. • Quality control provisions of Insecticides Act, 1968 and CIB being strictly implemented with prosecution measures. • Emphasis on IPM with judicious use of chemical pesticides strictly at Economic Threshold Level (ETL).

  17. Quality inputs (Contd..) AGRICULTURAL MECHANISATION • Farm power availability is 0.60 kw/ha against national average of 1.35 kw/ha. • Efforts are directed to increase mechanization & promoting awareness about farm mechanization. • Proposal for quality testing lab submitted to GOI.

Credit Promotion : • Credit flow @ 9% has increased by 83% in 2005- 06 compared to 2003-04. • Timely availability of credit at required quantum will be ensured. • Agriculture Credit Flow Year 2003-04 : Rs. 224.00 crore Year 2004-05 : Rs. 330.00 crore • Year 2005-06 : Rs. 410.00 crore

  19. States own initiatives for increasing investment in agriculture.  State Government Schemes • Substantial increase in Budgetary provision from Rs. 453 lakhs (2000-01) to Rs 2,956.02 lakhs (2005-06) - • More than 500% increase. Unit : Rs. lakh

  21. Initiatives for increasing investment (Contd..) • Rs. 373.44 crore financial assistance obtained from AIBP to complete ongoing irrigation projects. •   Assistance for completion of 263 on-going projects obtained from NABARD.

  22. Power Availability • Abundant power available (500 Units per ha. and 15 to 20 litre/ha).   • Availability of electric power for irrigation purpose is 58.60 million units per month. • The cost of power is Rs. 60/- per month for pumps upto 5 H.P. and Re. 1/- per unit above 5 HP.

  23. 4. Crop Diversification • Uneconomic upland paddy areas being diverted to high value crops like pulses, oilseeds, horticultural crops. • Efforts to bring up fallow and culturable waste land under cultivation.

  26. National Horticulture Mission (NHM) • Action plan for 2005-06 approved by National Executive Committee for NHM. • During first phase, 7 districts included in NHM viz. Bilaspur, Korba, Kabirdham, Durg, Jagdalpur, Raigarh and Sarguja. • Salient features in the programme are : • Cluster Approach. • Chhattisgarh Horticulture Model. • Post Harvest Management. • Advanced Marketing Arrangement – MOUs.

  28. 5. Strengthening of Agriculture Extension Network • District Collectors monitoring Mass media support in agriculture extension. • State Level Farmers Training Academy commences from session 2006-07. • Kisan Call Centres are functioning.

Progress in ATMA • Implementation of ATMA in Bilaspur, Kabirdham, Raigarh, Sarguja & Jagdalpur districts. • State Level Agriculture Training Academy identified as SAMETI - State Agriculture Management Extension & Training Institute. • Inter Departmental Working Group (IDWG) constituted under Chairmanship of APC.

Strengthening Agriculture Extension Progress in ATMA (Contd..) • Strategic Research & Extension Plan (SREP) will be completed soon. • State Extension Work Plan (SEWP) of Rs. 159.11 lakh approved by GOI. • State/district level orientation workshops, training of master trainers & AES core teams conducted.

  31. 6. Marketing Reforms to enhance competitiveness and farm income • The A.P.M.C. Act has been amended recently with following amendments : • Introduction of contract farming provisions ; • Introduction of unified licensing procedure to carry business in one or more than one market areas ; • Mandi Committees empowered to allow procurement centers, in addition to notified market yards.
