CPF – Strategic Entry Points Basis for jointly-agreed, medium-term priorities for Government – FAO collaboration, was seeking a maximum alignment with: • FAO Global Strategy 2010 – 2013 • FAO/RAF Regional Strategic Framework 2010 – 2015 • FAO/SFW Sub-regional Strategic Framework 2010 - 2015 • Government Programme 2011-2016 (Indicative for Growth & Poverty Reduction Strategy - DECRP 2012-2016) • Agricultural Development Strategy 2005 – 2015 • National Agricultural Investment Plan (ECOWAP/CAADP) 2010 – 2015 • New UNDAF/One Programme cycle 2012 - 2016

CPF – Priorities (1) • FAO - Support capacity development by providing technical assistance for: • introducing and applying best practices and production innovations in agriculture, livestock and fisheries production • Implementing urban and peri-urban (re) forestry initiatives and community-based sustainable forest management initiatives • introducing and applying best practices in marketing and trade, value chain development and strengthening the National Food Quality System • consolidating/strengthening the National School Feeding Programme • Provision of normative and policy advisory services on: • agricultural investment policies and programmes, agricultural service delivery and distribution of and access to natural resources, notably land and water • natural resource use, biodiversity and environmental issues

  6. CPF – Priorities (2) Considerations • Evidence-based impact of past support interventions (Continue? More of the same? Reorient?) • Opportunities for best practice application and innovation (piloting new approaches) • Comparative advantage issues (FAO perception & Government perception) • Realistic prospect on resource availability and potential for mobilization

CPF - Structure The programmatic matrix of the CPF: • Translates set national priorities into CPF outcomes and CPF results (food availability, access to food, stability of food supply, food security programme support, normative, policy and institutional support) • Takes results and effectiveness of past and ongoing FAO support into account (evidence-based comparative advantages) • Defines a cross-cutting dimension that considers policy/institutional support, normative support, gender and HIV-Aids as main streams/clusters of FAO service delivery that cut across the various sub-sector/thematic areas identified as being priorities of FAO-Government collaboration • Incorporates a number of indicators at FAO activity level and provides references to the respective National statistics system and UNDAF sections

CPF - Programme Matrix • Five national priority outcomes • Food availability • Access • Stability • FS programme support • Normative., policy, institutional support Results (15) • Sub-sectors/Thematic areas • Production/crop protection/Irrigation & water management/animal production & health/agricultural extension • Farmer-market linkages/post-harvest management/value chain development/National Food Quality System • Natural resources & climate change/pesticides management • Policy/institutional/statistics/ normative support • Gender/HIV-Aids Incorporates a number of key indicators at FAO activity level (baselines and targets) (linkage nat. statistical system (INE) and UNDAF (2012-2016) CWP

CPFFinancial Resources Matrix Priority activities as presented in Programme Matrix Project and normative activity list, incorporating projections regarding potential TCP and TCP Facility allocations (tentatively programmed and/or non-specified) Details regarding total planned resource requirements indicating available resources and mobilization targets for full NMTPF implementation

  10. Validation • Advocacy and timely distribution • No individual meetings with Gov. Depts but overall presentation with all Ministries present (@ Minister/Director´s level) • Same for Development and UN partners • Appreciation of and approval for: • Strategic Matrices and format • Linkages with UNDAF and One UN • Resource mobilization • Monitoring and Evaluation mechanisms

Programming challenges • Pursue field programme development under the next UNDAF/One Programme 2012-2016 cycle, notably the identification and formulation of Joint Programmes (FAO 2 planned) • Use CPF to justify and ensure programmatic coherence of use of TCPf and Telefood resources • Create innovative programmatic synergies with NGOs, Municipalities, PPP arrangements, etc. • Improve on M&E and use of national indicators and statistical data

  12. Resource Mobilization Innovative resource mobilization required: • Transition (One UN) Fund • Global fund mechanisms (GFAFS, GEF, others) • Non-traditional donors – for non-traditional projects (MIC setting) • Public-private partnership initiatives, including UTF • Private sponsoring (school gardens) and increased costs sharing by beneficiaries (school feeding & nutrition programme)
